Upward Bound (UB) is a federally funded educational program based at Western Kentucky University (WKU) and is seeking applications for a Director. UB is dedicated to identifying, recruiting, and selecting students who are determined to succeed academically. Applicants must be either low income, according to current federal guidelines, and/or a potential first generation college student, which means their parent(s) cannot have graduated from a four-year postsecondary institution. This program serves 86 students from six schools in five south central Kentucky counties: Allen County-Scottsville, Butler County, Edmonson County, Hart County, Logan County, and Russellville High Schools.
The goal of UB is to prepare students for college academically, culturally, and socially. UB is a 12 month program which provides assistance with high school course selection, study skills, ACT preparation, college and career information, college selection, and financial aid application. Staff visit each high school three times per month throughout the school year to meet with students. Programs are presented once a month on Saturdays September through May on WKU's campus. Students attend a six week residential program each summer which focuses on academics and provides cultural and social activities
PROGRAM OVERSIGHT
Direct the day-to-day operations of the TRIO Upward Bound office.
Collaborate with academic departments across the University providing various workshops and services for participants geared toward academic success and college enrollment.
Guide long-term development of UB to ensure its yearly operations are in line with the grant objectives and university missions.
Establish a strategic direction, develop and implement academic support initiatives, programs, and seminars; monitor and assess program effectiveness.
Measure and analyze the success of the UB program and services to determine necessary program modifications.
Provide academic, career, and financial counseling to participants wanting to attend postsecondary education.
DATA COLLECTION AND ANALYSIS
Oversee the program data base: compile data, design, and prepare reports on all student participants.
Assess programs and services offered by UB. Obtain and review statistics related to the targeted student population such as FAFSA completion, financial aid, academics, tutoring services,and adjust programming accordingly to enhance student success.
Monitor and report on all program activities for compliance with federal and university regulations.
FINANCIAL MANAGEMENT
Review budget and formulate budget strategies.
Identify, recommend, and implement program modifications to accommodate programing needs and budget variations.
Monitor annual expenditures and access future department and programing costs.
Work with the Department of Education on federal grant budgets.
Identify and raise external resources to support TRIO initiatives.
STAFF MANAGEMENT
Lead, collaborate, assign, and review work of staff to ensure group objectives are met.
Hire, train, develop, and manage staff to ensure qualified personnel meet group objectives.
OTHER DUTIES
Perform other related duties and participate in special projects as assigned by the TRIO Executive Director.
Collaborate and support the initiatives of the other TRIO grant funded programs as needed.
Job Requirements:
Master's degree in Counseling, Education, Student Affairs, Human Services or related field.
Strong communication and public relations experience.
Experience in working with disadvantaged (low-income, first-generation) populations.
