The Undergraduate Colleges Business Office (UCBO), established in 2012 provides financial, human resources, academic personnel, facilities management and related administrative services to the undergraduate colleges, which includes the Provost offices, Writing/Core sequence programs, academic advising, student affairs and residence life units, UC San Diego International House, as well as the Council of Provosts (COP). The UCBO coordinates it Human Resource standards with those of the Division of Academic Affairs and participates in a Collaborative effort to ensure accountability.
Reporting to the Assistant Dean for the Undergraduate Education (AD) the Senior Human Resources Analyst leads the preparation of the Undergraduate Colleges strategic HR plans. Actively participates with the AD, Council of Provosts (COP) and Financial Manager in strategic staff and academic HR planning, developing, and administering the overall College/UCBO HR/AP support activities and management. Directly responsible for the day-to-day work direction, planning, support, and HR reporting for the Undergraduate Colleges. Provide analysis and reports required to the AD, Council of Provosts, Deans of Student Affairs, and key leadership within the Colleges to facilitate strategic planning efforts.
Responsible for planning and oversight for the full scope of personnel and payroll activities for 250+ career and academic staff and 750+ student employees. Serve as primary Human Resource advisor for College Unit Heads, senior management and other staff and student supervisors on human resources and personnel issues. Manage a wide variety of HR issues which are often of a complex and sensitive nature. Supervise, direct and train staff responsible for coordinating and implementing the full range of staff and academic human resources functions including recruitment, hiring transfers, leaves, separations, benefits, classification and compensation, employee labor relations, performance management, work-life programs and payroll timekeeping. As functional manager, exercise leadership, discretionary authority, a high level of creativity, negotiation, investigative, analytical and problem solving skills primarily in the HR arena, with a strong grasp of EVCAA and UC guidelines and practices. Develop, interpret, implement and revise policies, procedures. Create, implement and maintain effective systems for internal and external coordination and update guidelines/procedures on a regular basis keeping pace with industry and campus standards.
QUALIFICATIONS
Demonstrated experience with employment, compensation, classification, employee/labor relations, performance management, benefits, organizational planning, and training and development. Comprehensive knowledge and experience in human resources management and practices. Thorough knowledge of human resources concepts, policies and procedures, employment practices, labor relations, salary administration, training and other areas of human resources.
Demonstrated experience in job analysis, classification, and compensation. Must possess deep knowledge of classification and compensation policies, with the ability to objectively analyze information and make responsible and appropriate classification and compensation recommendations. Must possess knowledge of the best practices of classification and compensation.
Demonstrated knowledge of and experience with academic personnel processes related to recruitment, appointment, and salary review; knowledge of Unit 18 Policy (Memorandum of Understanding - MOU); and knowledge of Unive
