THE DEPARTMENT:
This leadership role would serve with the Division of Student Affairs which supports leadership and administrative support to over twenty-five (25) units with over 300 career positions, and an additional 700 students and 50 limited staff. Due to the increasingly diverse student population of approximately 30,000 students at CPP and a divisional reorganization, the position will work to build, lead, and sustain a new office rooted in student success, support, and advocacy.
Within a new created Care Center, this role would lead case management and basic needs services for campus. This Director would work closely with university staff and faculty across campus and particularly with the Dean of Student's Office, Disability Resource Center, Office of Student Conduct & Integrity, University Housing Services, Financial Aid, Counseling and Psychological Services, Health and Wellness Services, and CPP Enterprise Services, off-campus agencies (e.g. health clinics, hospitals Including County of Los Angeles Department of Mental Health, mental health therapists, City and County social services organizations), as well as families, friends, and/or guardians of students in order to support the success of at-risk students referred to the Center. This role would work to reduce the adverse impact of challenging situations through connection with campus partners, community-based organization resources and support systems and would encourage continued success through individualized planning. The primary goal is to eliminate resource -seeking exhaustion that students experience when searching out services
DUTIES AND RESPONSIBILITIES:
Department Administration
Provide effective administrative leadership, supervision, and budget management to the Care Center which consists of case management and basic needs services.
Supervise all full-time staff within the Care Center including Case Managers, Program Coordinators, and an Administrative Analyst.
Participate in the development and implementation of goals, objectives, policies, and priorities for the areas of oversight; recommend, within program policy, appropriate service levels and resources; recommend and administers policies and procedures.
Address the needs of students who are experiencing emergencies such as illness, hospitalization, personal challenges, and psychosocial issues through a variety of interventions, referrals, and follow up services through a coordinated approach.
Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of the areas of oversight, service delivery methods, and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for improvement and makes recommendations to the Dean of Students.
Create and sustain a campus-wide culture of care model: a campus-wide support network that identifies and assists students who are struggling to cope with the myriad complex challenges of university life.
Participate as a key member of the Students of Concern Team and collaborate on action plan to address concern. Serve as Chair of the team in the absence of the Dean of Students, as needed.
Analyze trends in service utilization and program outcomes; develops and implements innovative care models, service delivery and prevention initiatives based on findings, in consultation and collaboration with campus stakeholders.
Identify external opportunities for partnership and funding to support programs and services related to student wellbeing and basic needs.
Develop and provide culturally relevant training related to basic needs, case management, and supporting students in distress for faculty and staff.
Establish and maintain relationships with community leaders and public/private agencies to encourage participation, stimulate interest, and coordinate campus projects with assigned programs and activities.
Oversee all Care Center grant activities including: developing grant proposals in conjunction with the Dean of Students that meet funding agency requirements and priorities, writing the grant narrative and completing all required forms and documents, ensuring all reporting requirements are met, and establishing and maintaining contact with funding agency personnel and potential grant partners.
Oversee the Care Centers assessment Assists with the collection, analysis, and reporting of students in distress and other student referred for supportive services.
Maintains communication with campus offices, faculty, and administrators involved in crisis cases, advising them on the progress of cases and the best course of action regarding a distressed student. Provides consultation to reporters regarding managing current and future contact with the student in distress.
Implements selected recommendations for improvement and augmentation of the current mental health services, particularly new initiatives.
Remains current on prevailing best practices in the field of threat management, college student mental health, and behavioral intervention teams. Attends training annually, and as needed.
Cluster & Cross-Divisional Partnerships
Collaborate with multiple campus stakeholders (students, staff, and faculty) to design, implement and coordinate programs in alignment with CSU's Basic Needs Initiative: campus leadership and innovation; programs and services that support students towards their goals of college completion; collaboration and partnerships with community and governmental agencies; and research and curriculum.
Collaborate with the Office of Student Success, Dean of Students Office, the Career Center, and other campus stakeholders to build a culturally relevant retention framework for all cultural and identity-based centers (elements of academic coaching, student success strategies/skills, peer mentorship, health/wellbeing support, etc.)
Collaborate with students, staff, and faculty, including counseling faculty, in identifying gaps in services; develop appropriate strategies to address these gaps and collect data to demonstrate progress.
Plans and implements publicity/marketing to promote the Care Center and its services.
Coordinates, plans, and implements workshops/training for various audiences regarding the Students of Concern Team and holistic well-being care and support of students.
Coordinates programs to support at risk students, including exploring new and innovative ways to engage students, faculty, and staff.
Professional Development & Other Duties as Assigned
Stays abreast of current literature, ongoing trends, demographic changes, laws and policies that impact the diverse student body. Research and identify current issues in higher education both locally and nationally; awareness and insight into emerging issues (basic needs, case management, mental health).
Continually assess student needs and interests, as well as remain abreast of current, model practices in the field of student affairs as it relates to identity development, student behavior; utilize relevant data, scholarship, and student development theories/models in planning and developing programs and services designed to actively foster student learning and promote students' holistic success.
Ensures staff have a professional development plan that incorporates and encourages best practices.
Performs other duties as assigned incidental to the nature of the position or appropriate to the missions of the Students of Concern Team, the Care Center, the Division of Student Affairs, and the university.
Represent the department through committees, services on campus, community, and professional development identified by incumbent and agreed upon with supervisor.
Supports the Division of Student Affairs on collaborative initiatives related to supporting and advocating for students.
QUALIFICATIONS:
Master's degree in Higher Education, Social Work, Counseling, or related field required or any combination of education, training or experience that provides the required knowledge, skills, and ability to perform the job.
At least 5 years of experience in a college or university setting. Experience managing response to crisis situations and leading or working as part of a case management team.
Strong commitment to serving historically underrepresented and underserved students, low-income students, first-generation students, and other disadvantaged student communities.
Knowledge and experience in areas of student services, food and housing security, state, and federal resources.
Ability to understand and analyze data and research findings to help drive decision making and direction in the development of programs and services to most effectively serve students.
Demonstrated track record of success cultivating student success initiatives addressing student equity gaps.
Knowledge of support resources on state and federal level that address housing and food security.
Must have demonstrated broad knowledge and experience in areas of student services, student health, student mental health, and food and housing security.
Ability to initiate, establish, and foster communication and teamwork by maintaining a positive, cooperative, productive work atmosphere in and outside the system with the ability to establish and maintain effective working relationships within a diverse population and with those from various backgrounds. Ability to interpret and apply policies, procedures and use judgment and discretion to act when precedents do not exist.
Ability to plan, execute, and evaluate large-scale, complex events with broad, visible impact.
Excellent communication skills; ability to effectively communicate information in a clear and understandable manner, both verbally and in writing in a fast-paced environment and to a diverse and often large audience.
Ability to be a creative leader and manager who draws on knowledge and strengths of the team to develop and advance the vision, mission, and goals of the areas of oversight.
Practical and theoretical knowledge of supporting student success and understanding student development theory.
Experience developing and sustaining partnerships with community-based organizations, governmental agencies, and other potential public health partners to advance student health and wellbeing.
Demonstrated ability to translate knowledge/expertise into long-term strategic initiatives that can be implemented effectively across and within the campus community.
PREFERRED EXPERIENCE:
Seven years of experience managing staff and skilled professionals in a university environment.
Experience with case management, basic needs. and mental health leadership.
Experience in a larger, complex, and diverse public higher education institution.
