Departmental Overview
The College of Environmental Design (CED) is comprised of faculty, students and staff with an impressive set of backgrounds and talents. We believe in the importance of supporting an inclusive environment that values community and builds its strength from a diversity of views and expertise. There are approximately 50 faculty, 1000 undergraduate and graduate majors, and approximately 50 total staff. The college budget is approximately $28M. CED is a multifaceted academic unit, with three departments (architecture, city & regional planning, and landscape architecture & environmental planning); undergraduate, professional graduate and doctoral programs; a suite of highly regarded summer design institutes; widely recognized environmental design archives; extensive computing and fabrication facilities; several administrative and student affairs departments; and a building with auditoria, classrooms, studios, labs, research centers, library, and a cafe.

Responsibilities
Reporting to the Assistant Dean for Finance & Administration, the Director of HR (DHR) for CED provides leadership, planning, and oversight for all academic personnel and staff human resources within the college. The DHR makes recommendations to leadership regarding a broad range of academic and staff personnel matters and executes accordingly. For academic personnel, this includes appropriate procedures and criteria regarding faculty merit and promotion reviews, faculty retentions, faculty recruitment procedures and strategies, faculty equity matters, faculty misconduct, as well as contracts and policies for non-senate academic employees. The DHR serves as the decanal level academic personnel analyst. The DHR is responsible for advising senior managers on staffing needs and structures, organizational development, HR policy interpretation/compliance, performance management and employee/labor relations. The DHR is a member of college's senior management group.
Academic Personnel (55%):
Manages the academic personnel process for ladder rank faculty, visiting professors, zero FTE, adjunct appointments, and lecturers.
Provides advice and guidance to the deans, department chairs, managers, faculty, and other employees on academic policies and procedures. Utilizes resources such as Office of Faculty Equity and Welfare and Academic Personnel Office (APO).
Manages and executes processes that support the review, analysis, and processing of personnel actions for academic employees, including the complex faculty review process.
Manages and develops Academic Personnel Analyst to handle academic personnel tasks.
Transacts and analyzes data in UCPATH.
Staff Human Resources (25%):
Develops relationships with senior managers and faculty in order to understand business needs and provides counsel to improve the hiring, retention, and development of employees. Brings advice and counsel to problematic and challenging situations, coaches and/or mediates with employees proactively as well as in reactive situations. Utilizes resources such as Staff Learning & Development, Compensation, and Employee Relations.
Oversees staff recruiting and hiring processes.
Transacts and analyzes data in UCPATH.
Campus relationships and initiatives (10%): Works with manager, other campus managers, and assigned staff to coordinate policies and procedures with ERSO and APO; represents the unit in campus meetings and occasionally at system wide meetings on matters pertaining to personnel policies and practices.
Climate/culture (5%): Responsible for creating a work environment that is inclusive, develops talent, and promotes welfare of all employees. Recommends and establishes improvements or changes in personnel policies and practices to this end.
Ad Hoc (5%): Professional training and other duties as assigned.
Required Qualifications
Demonstrated successful experience administering a highly complex organizational structure supporting an employee base represented by multiple bargaining units.
Advanced knowledge of and ability to apply/interpret system wide, campus and college policies and procedures which govern academic HR.
Broad knowledge of complex personnel, compensation and related policies and procedures for both academic and staff employees.
Direct knowledge of specific functions in the campus HR management information systems (UCPATH, APBears).
Analytical and technical skills to manage and evaluate data.
Strong communicator with a diversity of communication styles; demonstrated exceptional written, oral, and interpersonal communication skills; may make oral or written presentations.
Ability to make sound decisions regarding hiring, evaluating, and development of employees.
Ability to determine the best way of achieving unit goals.
Demonstrated ability to lead, mentor, motivate, foster employee development and promote team building. Ability to effectively manage staff resources. Outstanding leadership skills; ability to model a positive influence emphasizing team-building and consensus-building in the workplace.
Thorough understanding of the unit goals and how this position supports those goals. Ability to develop creative solutions, which may have no precedent.
Demonstrated ability to handle extremely difficult or volatile situations and/or individuals effectively.
Demonstrated high-level administrative analysis requiring in-depth evaluation of issues, information gathering and synthesis, evaluation of options, and presentation of solutions to meet the needs of various groups in the college.
Excellent critical thinking and strategic management skills; high-level, independent project/analytical ability; proven ability to synthesize large amounts of complex, qualitative information, formulate and articulate far-reaching policy and procedural recommendations, and produce quality, professional work.
Preferred Qualifications
Bachelor's degree in related area and/or equivalent experience/training.
Master's degree preferred

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $115,000 - $132,000.
