OVERVIEW: The University of Minnesota Duluth's Office of Student Conduct and Conflict Resolution in the Division of Student Life is seeking a Case Manager/Conflict Resolution Officer. This position serves as a resource, advocate, and liaison for a diverse population of students to support their wellbeing and help them develop skills for academic and personal success. The Case Manager/Conflict Resolution Officer serves as a member of UMD's Student Care Team and provides case management for students experiencing challenges and assisting them in navigating University and community services. The Case Manager/Conflict Resolution Officer also serves as a conduct officer in the Office of Student Conduct and Conflict Resolution, addressing a wide range of behavior issues. The Office of Student Conduct & Conflict Resolution (OSCCR) addresses all alleged violations of the Board of Regents Student Conduct Code, to include alleged scholastic dishonesty violations submitted from faculty. The department also provides tools for individuals to peacefully and effectively resolve disputes. OSCCR's goal is to educate students about behavior and decision-making, and to foster a safe and healthy community in which academic success can occur. Outcomes provide students an opportunity to be heard, to repair harm and/or to prevent recurrence of concerning behavior.
Position Duties and Responsibilities:
Case Management (50%) The Case Manager/Conflict Resolution Officer will work with a variety of Student Life staff to coordinate assistance for helping undergraduate, graduate and professional students resolve personal matters affecting their success, including situations such as: death or serious illness of a family member; medical illness/injury/hospitalization; mental health related concerns; financial hardship/distress; and increased stress or other unexpected difficulties. • Respond to calls, emails, and referrals regarding concerns for students; • Provide support, guidance, and appropriate follow-up; • Document contacts and determine the best institutional response, from email with support resources, to a meeting with the student to gather more information, to escalating the concern to the Student Care Team (SCT). • Coordinate and track referrals to internal campus units such as the Counseling Services, Health Services and/or Disability Resources, and to external community providers • For external contacts, provide helpful context regarding student privacy and available internal support for students. • Develop resources for students, faculty, and staff.
The University of Minnesota Duluth's Student Care Team (SCT) is a team of staff from several departments across the University with administrative, psychological, academic and legal expertise. The Case Manager/Conflict Resolution Officer serves as a member of the SCT and contributes to the development of action and intervention plans to address student concerns. • As appropriate, carry out intervention plans developed by the SCT in response to behavioral or safety concerns involving students. • Communicate regularly (sometime daily during the academic year) with members of the Student Care Team (SCT) to share updates and adjust action plans for supporting students in crisis;
Adjudication and Investigation (30%) Serve as a conduct officer, administering the University of Minnesota Board of Regents Student Conduct Code and managing student conduct cases. A primary focus is on offering options to resolve conflict in creative ways. investigate incident reports pursuant to the Board of Regents policy: Student Conduct Code • Review police reports and incident reports to determine possible violations of the Student Conduct Code; • Conduct investigations into charges of student misconduct and prepare witnesses and respondents for formal hearings. • Work directly with students to expedite resolution of problems such as conflict with other students or in understanding university processes. • Counsel individual students (both complainants and respondents) regarding their rights and responsibilities. • Refer reporting parties whose issues outside the jurisdiction of the student conduct code to the appropriate resources. • Resolve cases utilizing incident-appropriate and creative educational sanctioning. • Monitor completion of sanctions: work with other University offices to ensure students adequately complete assigned sanctions and follow up with students who fail to complete sanctions • Notify students of possible violations, their rights in the student conduct process, and then meet with the students; • In meeting with students, investigate possible violations including contacting witnesses and examining evidence. • Determine educational outcomes available in the Student Conduct Code (this includes, as appropriate, making recommendations for suspension or permanent expulsion); • Utilize OSCCR defined process to ensure a fair process. • Serve as an advisor to the Student Hearing Panel, UMD's formal student conduct decision-making body • Maintain timely, detailed and accurate records for cases and other information about students. This includes information stored in a secured online database. • Oversee response to information requests for student conduct files (background checks)
Follow up on adjudicated cases, interventions and referrals. • Inform and communicate with specific campus partners regarding sanctions, for example regarding required psychiatric or substance abuse evaluations, mandated counseling, or substance abuse brief motivational interventions; • Communicate effectively with appropriate staff regarding incident reporting, conduct follow- up, and sanctions.
Support for OSCCR Operations (15%) • Assist the director with student hearing panel recruitment, selection, and training • Assist the director in maintaining the OSCCR website • Seek innovative ways to educate students on rights, responsibilities and alternative dispute resolution techniques within the UMD community, to include the creative use of social media • Provide consultation regarding student behavior and academic integrity issues • Oversee, plan.and organize awareness events for campus and Duluth community • Provide ongoing staff and student education regarding conduct issues;
Professional Development and Service (5%) • Engage in professional development in order to grow as a case management and conduct professional. • Serve on system, university, or divisional committees
Required Qualifications: • BA/BS degree plus at least four years of relevant experience, or master's degree plus at least two years of relevant experience.
Preferred Qualifications • Master's Degree in student services, social work, counseling, higher education administration, or a related field; OR an equivalent combination of education (BA) and experience; • Experience working effectively with students of diverse social identities; • Two or more years of experience addressing college student misconduct in a university residential setting; • Experience working with distressed individuals within a higher education and/or community setting; • One or more years of experience in case management, or related experience; • Experience addressing and resolving conflict and working within complex administrative procedures; • Experience working cooperatively and problem solving with others in multi disciplinary team environment; • Demonstrated ability to deal with crisis situations; • Demonstrated data and records management skills; • Knowledge of current legal issues and risk management in higher education.
