Departmental Overview
Housed within the Division of Student Affairs, the Center for Educational Partnerships (CEP) is the primary department on the UC Berkeley campus charged with developing and implementing programs and strategies to improve academic preparation, expand educational opportunities, and ensure access to higher education for low-income, first generation, and underrepresented students. Working in partnership with local schools and communities, CEP improves academic achievement and expands post-secondary educational opportunities for students facing significant college barriers.
PROGRAM DESCRIPTION:
The Upward Bound (UB) is a federally funded educational outreach program serving high school students who are low-income and first-generation-to-college (LIFG) in grades 9-12 in the East Bay communities and school districts of Oakland and West Contra Costa. UB provides free year-round services and activities that motivate and prepare students for success in education beyond high school. The academic component provides weekly advising, tutoring, academic enrichment workshops, financial literacy and college preparation, collaboration, equity building, and project-based learning. The summer component provides a six-week program introducing students to a 'college-like' experience with an opportunity to live on the college campus, take academic enrichment courses, engage in social and cultural building activities, financial aid and college preparation workshops, and educational field trips.

Responsibilities
RECRUITMENT, ADVISING, RETENTION:
Implements and facilitates recruitment events. Interprets and demystifies complex and ever-evolving college admission requirements and the college and financial aid application processes for students and their families.
Delivers individual and group college advising services and maintains relationships with a group of K-14 students.
Reviews and analyzes student participant transcripts to ensure student progress and create a four-year academic plan.
Delivers college-going workshops to parents and families at community and school sponsored events.
Designs and implements grade-appropriate college-going workshops, curricula, materials, and activities.
Develops and maintains relationships with parents/families to support student academic success and access to higher education.
PROGRAM DEVELOPMENT, MANAGEMENT, IMPLEMENTATION:
Conducts all aspects of UB program activities and objectives in compliance with the U.S. Department of Education regulations pertaining to federally funded TRIO programs specifically Upward Bound.
In collaboration with school site personnel, other student service programs, and parents, works to establish and foster a college going culture among the staff and students at each assigned school site.
Establishes positive working relationships with assigned school site personnel; designs and implements a strategic plan of operation detailed to meet the needs of each assigned school site.
Develops collaborative relationships with other college-going programs and K-12 and higher education personnel.
Plans and implements program sponsored college-going field trips and cultural enrichment activities appropriate for high school participants.
Organizes and/or participates in meetings with school site personnel and/or service providers as appropriate.
Serves as a presenter at K-14 and community events.
Coordinates participant attendance of other university-sponsored programs.
DOCUMENTATION, OFFICIAL COMMUNICATION, REPORTING:
Collects, analyzes, evaluates student data; documents participant contacts and progress; and tracks the academic progress of program participants.
Obtains and maintains confidential school site records of student program eligibility, academic promise, and progress throughout the students' enrollment in the program.
Produces program reports, proposals, budgets, and evaluations that include:
Establishes and maintains accurate and complete student files and database.
Produces written documentation regarding all contacts with students and detailing services provided.
WEEKEND, SUMMER, AND OVERNIGHT PROGRAMMING:
Assists with planning and support of 10-15 Saturday Academies during the school year.
Acts as head residential counselor and must live on campus during 7-week summer residential program at UC Berkeley.
Plans, supports, and attends 3-4 multiday educational/college tours (in-state and out-of-state).
Trains, supervises, and evaluates job performance of part-time, student, and / or summer staff.
OTHER:
Serves and represents UB on department, campus, and external committees, workgroups, and coordinating bodies to help maintain positive relations and effectively communicate UB goals.
Attends staff meetings (Pre-College TRIO, UB, school site collaborative).
Other duties as assigned.
Required Qualifications
Strong knowledge and experience working with educational equity programs serving a diverse student population.
Strong knowledge of up-to-date information on K-12 and higher education policies and issues.
Ability to assess their impact on program strategies.
Ability to assess their impact on program strategies.
Knowledge of K-12 and higher education institutions (UC, CSU, CC, etc.), admissions and financial aid requirements, and the ability to interpret policies and procedures to youth, parents, and school representatives.
Knowledge of youth and adolescent development theory, including issues facing low-income, first generation, underrepresented urban youth.
Ability to establish and maintain cooperative relationships with school district administrators, school counselors, principals, teachers, and community contacts.
Strong knowledge of high school graduation and college entrance requirements.
Demonstrated cultural competency with respect to race, ethnicity, and socio-economic status.
Strong communications (verbal and written) and interpersonal skills.
Significant experience advising and supporting educationally disadvantaged students regarding postsecondary opportunities and careers.
Ability to arrive in-person at assigned school sites in a timely manner.
Ability to work nights, weekends, summer, and extended overnight field trips.
Experience with digital and social media management, including technical hosting of virtual meetings, including breakout rooms, polling and controlling meeting security.
Experience with protection of privately shared information and personally identifiable data of participants and their families, including following process set out by partners schools and University.
Education/Training:
Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications
CPR Certification.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted salary or hourly range that the University reasonably expects to pay for this position is $59,100.00 - $80,400.00.
This is a 100% full-time (40 hours per week), career position that is eligible for full UC benefits.
This position is exempt and paid monthly.
