DEPARTMENT OVERVIEW
The mission of Educational Opportunity Programs (EOP) is to provide various academic and personal support programs to first-generation to college, low-income students with diverse social and personal identities and from historically marginalized backgrounds, so that they may achieve their academic, professional, and personal goals and become active leaders in their communities.
Building on the legacy of the Civil Rights movement, EOP's equity-minded staff team (students and professionals) advocate for and partner with each student and the larger campus community, from the first year and beyond graduation, to dismantle systemic barriers to their success, uncover the hidden curriculum, and cultivate a space where they can learn and belong at UC Santa Cruz.
In addition to the EOP team, this position is embedded within the UCSC HSI (Hispanic Serving Institutions) Initiatives focused on improving educational equity through academic and advising interventions to student populations that are minoritized in higher education. The EOP and HSI teams reside within the Division of Student Affairs and Success at UC Santa Cruz.
JOB SUMMARY
Independently develops and administers complex programs to provide holistic counseling to underrepresented student populations, including setting program goals and objectives. Provides assistance to EOP Counselors on most complicated and sensitive counseling situations. Advises organization management / departments / academic programs about the special needs of underserved populations.
Under the direction of the EOP Director, the Assistant Director of EOP provides direct services to underrepresented targeted and EOP students and coordinates programs to support the academic success, retention and graduation of EOP students and supervises EOP Counselors. The incumbent provides the full range of assessment, academic and personal counseling/guidance and manages student cases to propel their development and success as university students. The Assistant Director of EOP manages complex cases requiring action plans to address the underlying challenges and barriers to success. The Assistant Director of EOP conducts project management including data collection, evaluation and reporting. The incumbent will supervise and train student and professional staff and engage in professional development to implement best practices and research-based methodologies.
In addition, the Assistant Director of EOP collaborates with campus partners including the Colleges, Academic Departments, faculty, student service units and student organizations and serves as a leader on retention/student success initiatives related to creating equity of outcomes on campus. In addition, the incumbent is an essential team member of the UCSC Hispanic Serving Institution (HSI) Initiatives and will collaborate on grant initiatives and interventions.
APPOINTMENT INFORMATION
Budgeted Salary: $77,500.00 - $82,500.00 / Annually. Salary commensurate with skills, qualifications and experience. Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. 25% - Leadership and Supervision of EOP STEM Counselors
Monitors employee performance and provides direction and assistance to EOP counselors.
Hires, trains, and supervises the work of EOP Counselors.
Counsels and evaluates employee performance.
Recommends employees for promotion.
Recommends corrective action, hiring, and separation of employees when appropriate.
Leads the advising team and services.
Provides supervision and guidance to the academic counselors, peer advisers, and student staff that results in high-quality services to the EOP student community.
Chairs and convenes meetings, develop agendas, and facilitate teamwork sessions within the office and with partners.
Develops and recommends policies and practices focused on the academic success, retention, and graduation of EOP students.
Trains and evaluates academic counselors on their performance.
Ensures high-quality services by implementing evaluation methods and direct observation of counseling services.
Convenes counselors for case management, sharing/replicating best practices, and providing support on cases escalated due to severity/complexity.
Serves as a member of the HSI Advising and EOP Leadership Teams.
20% - Academic/Personal Counseling and Case Management
Provides multicultural academic counseling to low-income, first-generation college, underrepresented populations.
Conducts comprehensive analyses of students' issues and needs and provides solutions and alternatives to problem areas.
Helps students develop strategies to solve academic and personal problems with holistic counseling support both personal and academic.
Works with academic departments, faculty, and department management to help resolve specific student academic issues.
Refers students to appropriate specialized programs and resources.
Meets with students from underrepresented backgrounds individually and in small groups to assess student needs, strengths/challenges and provide guidance/intervention to problem-solve and support student success.
Meets with students individually and in small groups to provide counseling in the areas of academic planning, course selection, as well as, adjusting to the university, campus life, and academic setting.
Assesses and diagnoses underlying and root issues/challenges that interfere with student success.
Develops, facilitates, and monitors student action plans to increase academic and social success.
Prioritizes student cases to ensure timely intervention is applied before a student discontinues their studies at UCSC.
Communicates with the divisional leadership and across divisions with other colleagues on campus to track and resolve student issues.
Engages with colleagues in departments such as faculty, academic staff, the Colleges, Financial Aid, Housing, Student Business Services, and others to advocate on behalf of students and to seek resolutions to a myriad of issues impacting the retention and graduation pathway of students.
Provides direct services and manages a caseload of students, plans early alert program with faculty and assists EOP Counselors with implementation, and proactively seeks out potential and emerging student barriers.
Follows up and tracks utilization to ensure interventions are being applied.
Works closely with the EOP Director, HSI Advising, and EOP Leadership teams to manage student cases that require high-level attention, undertaking initial information gathering, developing recommendations for a response, and taking the initiative to mobilize appropriate responses and/or services.
Implements holistic counseling and escalates student cases as appropriate to the Slug Support Team, Counseling and Psychological Services, and EOP Director as appropriate.
Communicates regularly with students and develops an academic plan each quarter that includes course selections and a success plan that would include their participation in collaborative problem-solving sessions run by the Academic Excellence Program (ACE), Modified Supplemental Instruction (MSI), Small Group Tutoring, workshops, and community events.
20% - Program Development
Develops, edits, and collaborates to support the publication of program websites, brochures, and marketing materials.
Facilitates group discussion sessions.
Plans, implements and teaches academic and personal development seminars / courses.
Keeps abreast of student trends in higher education, particularly low-income and first-generation college populations.
Implements and organize effective retention programs and strategies for EOP students who are the first in their families to attend college, come from historically low-income backgrounds, and under-resourced schools and communities.
Implements programs and workshops that build upon the strengths of EOP students with learning outcomes related to academic and student success.
Collaborates with appropriate campus units to develop and implement study skills, career development, academic success, and student leadership seminars and workshops.
May supervise and guide EOP STEM Hub student staff on program implementation and support.
Support various student programs
15% - Project Management
Implements special projects and initiatives related to educational equity, retention, and graduation of EOP students.
Serves on campus committees to inform and provide the perspective of EOP student experiences.
Collaborates with campus units to increase the utilization and inclusion of EOP students.
As assigned, liaisons and collaborates with student services units, academic departments, and off-campus partners.
Leads EOP initiatives and assists with other duties as assigned.
10% - Professional Development and Training
Participates in professional development activities to continually evolve best practices and stay abreast of innovative and research-based practices.
Disseminate best practices and associated student outcomes to the campus community and at conferences.
Serve as a trainer and content expert on issues related to first-generation to college, low-income, immigrant, and underrepresented students.
Educates the campus community on effective counseling practices for EOP students.
Develops, delivers, and evaluates training programs to build the capacity of student staff and colleagues that provide direct services to EOP STEM students.
Provides multicultural academic counseling, training, and guidance to staff, faculty, administrators, alumni, and students in other academic support units.
Hires, trains, and supervises the work of graduate interns and paraprofessionals.
10% - Program Evaluation and Reporting
Prepares monthly, quarterly and annual reports documenting patterns and trends in student cases and emerging best practices/solutions in serving students.
Regularly tracks, reports, and briefs the EOP Director, HSI Grants Director, and campus colleagues on the status of student cases.
Research, monitor, and track policy issues and practices related to student success, retention, and graduation.
Develop forms and instruments for in-take, monitoring, and reporting on student cases.
Participates in the development of annual goals and calendar of the EOP office and the Student Success cluster.
Leads partnerships with campus partners for data collection and reporting specific to advising
REQUIRED QUALIFICATIONS
Bachelor's degree in related area and / or equivalent experience / training.
Demonstrated competencies and advanced knowledge in theories of multicultural counseling, learning, identity development, human and career development.
Advanced knowledge of research methodologies and research designs.
Knowledge and experience in working with historically underrepresented ethnic minority communities, first generation college students.
Knowledge in the methodologies used to enhance student achievement, such as collaborative teaching / learning models, strategies for effective counseling and peer mentoring, small group facilitation and training, coaching, mentoring and advocacy.
Knowledge of and experience in conflict management and intervention strategies.
Extensive experience in multicultural competencies, and personal and academic crisis intervention; working with students to assist in clarification of ethics and values.
Advanced experience in group dynamics, facilitation, and training; comprehensive assessment of academic preparation and personal competencies.
Experience in establishing and implementing short and long term program goals and objectives; demonstrated effectiveness in mediation and conflict resolution.
Knowledge of academic curricula; strong knowledge of the organizational climate, structure / organizations, and culture.
Demonstrated experience in planning, developing, and administering evaluative instruments for measuring program effectiveness.
Advanced experience in planning, developing, and administering enrichment programs / projects, academic and personal development seminars, courses, and workshops.
Knowledge and experience in managing funds designated for special programs.
Knowledge and experience in researching, compiling, and analyzing data, and generating reports; extensive experience in developing evaluative instruments specific to programs / projects goals and objectives.
Demonstrated ability to interact effectively, productively, and sensitively with students, faculty, staff, and parents/family/guardians per the standards and practices of the Family Educational Rights Privacy Act (FERPA) and other relevant policies and best practices.
Demonstrated experience in case management with students on a college campus.
PREFERRED QUALIFICATIONS
Masters degree in education, counseling, social work or related field.
