Departmental Overview
The Division of Undergraduate Education (UE) engages the campus on vital academic initiatives that enrich the UC Berkeley undergraduate experience. The division offers programs and services that support the diverse Berkeley community of students, faculty, and staff in teaching, learning, and discovery. Under the leadership of the Vice Provost for Undergraduate Education, UE formulates and implements both campus strategy around undergraduate education and the student experience, and directs the operational work of either academic support units; American Cultures, Art+Design, the Athletic Study Center, Berkeley Changemaker, Berkeley Connect, Berkeley Discovery, the Biology Scholars Program, Research, Teaching and Learning, and the Student Learning Center.
Position Summary
The Assistant Vice Provost and Chief of Staff (AVP/COS) serves as a senior advisor and thought partner to the Vice Provost for Undergraduate Education (VPUE), working closely with him across the full range of his responsibilities and representing him on a variety of matters with internal and external constituents. The AVP/COS provides strategic guidance, advising, and decision-making on behalf of the VPUE, relative to strategic academic and resource planning, short- and long-range policy development, communications, and high-level analyses of new program development. They develop collaborative relationships with a broad range of offices, locally and nationally, to support the VPUE's priorities. They routinely manage sensitive and confidential matters and develop solutions on a wide range of issues on the VPUE's behalf.
In addition to executive advising, the AVP/COS manages the VPUE's immediate office-currently comprising 7 full-time staff. The AVP/COS plays a pivotal role in advising the VPUE with respect to the organizational resources required to implement these initiatives, and in managing the immediate office and coordinating administrative activity within the VPUE's portfolio, with an eye toward ensuring the office staff is highly professional, proactive, and responsive, and that resources across the VPUE's division are allocated in alignment with the VPUE's strategic priorities.
As a direct report to the VPUE and a member of his leadership team, the AVP/COS works closely with senior staff and academic leaders across the campus, with a focus on key institutional initiatives that span organizational boundaries. The AVP/COS works collaboratively with senior staff to translate broad directions into concrete goals and accomplishments, moving agendas forward with both sensitivity and tenacity. The AVP/COS works in partnership with the VPUE's reporting units to ensure the division's strategies are reflected in its operating budget, which is more than $80 million dollars, and resource allocations.
Responsibilities
Executive advising
Keep abreast of current and emerging higher education issues, including Equity, Inclusion, Diversity and Belonging issues in Higher Education in order to provide the VPUE a broad perspective and maintain his position as a thought leader.
Interact with senior staff and faculty administrators to advance campus priorities. Work closely with the offices of the Executive Vice Chancellor & Provost, the Vice Chancellor for Student Affairs, the Vice Chancellor of Equity and Inclusion, and the Deans of undergraduate schools and colleges to ensure alignment of all strategic initiatives affecting undergraduates.
Advances priorities, addresses problems, develops creative solutions, and manages risk. The AVP/COS will be expected to wisely exercise the authority to represent the VPUE and make decisions on high-level task forces and planning groups.
Manages and handles special projects with high-level impact, including highly sensitive issues and those of substantial complexity and/or high management visibility This may include facilitating the resolution of complex and/or controversial situations, including those involving legal, policy, compliance, or accreditation issues.
Manages all aspects of sensitive issues, e.g., campus MOUs, agreements with outside institutions, tracking documents forwarded from the Chancellor's Office, drafting new senior management position descriptions and organization charts, and management of inter- and intra- divisional realignments and restructures.
Provides briefings on current and emerging issues and crafts key messages, promote priorities, and translate ideas into action.
Strategic Planning and Change Management
Develop project plans, reports, and other materials required by the institutional liaison to the campus' accreditation body (WSCUC).
Study existing and proposed organizational structures, strategies and procedures; where appropriate, develop and recommend new policies, strategies, structures and procedures.
In partnership with the VPUE, create short and long-term strategic planning, including oversight of the planning process, development of a strategic plan, and implementation. To that end, ensure schedules and plans are established, parties are informed and prepared, and any barriers or risks are brought to the attention of the VPUE or other appropriate person for resolution.
In collaboration with senior leadership and the divisional institutional research team, formulates assessment and evaluation plans.
Collaborate with senior staff and academic leaders to steer, coordinate, implement and appropriately resource undergraduate initiatives. This may include participating with executives in short- and long-term strategic planning meetings for organization-wide impact.
Negotiate directly to achieve solutions with high level stakeholders, both on- and off-campus; develop solutions to complex campus problems; provide briefings to the VPUE on current and emerging issues. Partners accordingly and ensures that issues or barriers are brought forward appropriately for resolution.
Financial Management
Manage divisional finance team in establishing sound financial plans for all units reporting to the VPUE, including a comprehensive financial plan for the control unit and maintaining a transparent budget process.
Work closely with the UE leadership team in developing revenue generating strategies and goals.
Leadership and Immediate Office Oversight
Manage the staff and finances in the VPUE's immediate office.
Develop, maintain, and foster an effective workforce plan that fosters an inclusive and belonging environment; oversee or manage the staff recruitment process.
Provide leadership and mentoring to create a culture of professionalism and high performance that reflects Berkeley's operating principles-collaboration, innovation, simplicity, accountability and service.
Serve as a member of the E,I,D committee and as a Senior Leader champion the work of the Equity, Inclusion and Diversity Committee (EID)
Required Qualifications
Industry knowledge
Substantial years of direct experience as a senior administrator or in support of senior administrators at a college or university or a similar complex, matrixed organization. Familiarity with higher education issues and trends, nationally and internationally.
Knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations, or ability to quickly learn.
Expert knowledge of Campus processes, protocols and procedures (preferred)
Demonstrated knowledge of diversity, equity, inclusion, belonging, and justice practices.
Political acumen
Familiarity with the organizational environment of higher education and large research universities.
Ability to understand stakeholder priorities, issues, motivations and constraints, and to find common ground and paths forward.
Working knowledge of or ability to quickly learn campus and system-wide organizational reporting structure, as well as an understanding of the interactive roles of management throughout the Campus.
Advanced consulting, relationship building, and strategic thinking skills required to guide stakeholders and executives toward workable strategies and solutions.
Ability to assess when to collaborate laterally (across the organization) or horizontally (up/down the organization) to best accomplish a goal; ability to identify and utilize synergies among stakeholders or resources.

Education/Training
Master's degree in related area and/or equivalent experience/training. Advanced degree preferred.

Under California law, the University of California, Berkeley is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary outside of the range posted in this job announcement. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
The budgeted annual salary range that the University reasonably expects to pay for this position is $200,000.00-$230,000.00.
The full salary range associated to this position classification is $140,400 to $279,400.
