The Lead Deputy Title IX Coordinator works in close collaboration with and under the direction of the Title IX Coordinator to ensure institutional compliance with Title IX of the Education Amendments of the 1972 Civil Rights Act ("Title IX"), the Violence Against Woman Act Reauthorization of 2013 ("VAWA"), the Campus Sexual Violence Elimination Act ("Campus SaVE"), and other related federal and state laws. This position supports the Title IX Coordinator with managing the day-to-day responsibilities of the Office of the Title IX Coordinator, and steps into the role of the Title IX Coordinator, when necessary. The Lead Deputy Title IX Coordinator supports complainants who are referred to the University's Sexual Harassment, Sexual Assault, Dating and Domestic Violence, and Stalking Response Team (SRT) by working in collaboration and consultation with professors, other student services professionals, parents, and colleagues. The position has primary responsibility on UTC's campus for developing, implementing, presenting, and assessing curriculum to address areas including, but not limited to consent, sexual assault, domestic violence, and dating violence. The Lead Deputy Title IX Coordinator will work closely with the Sexual Harassment, Sexual Assault, Dating and Domestic Violence, and Stalking (SHSADDVS) Prevention and Education Committee to ensure consistency in prevention education and training. This position is also responsible for researching and establishing best practices in the areas of prevention for sexual assault, dating violence, domestic violence, and stalking. The Lead Deputy Title IX Coordinator performs duties of a complex, technical, and confidential nature and functions independently within the guidelines of the University's personnel policies and regulations, coordinates with all appropriate unit heads, and exercises considerable judgment and initiative in planning, organizing, and completing assignments. This position will include some remote work opportunities.
Duties and Responsibilities:
In the absence of the Title IX Coordinator, serve as the secondary point of contact for communications, such as responding to inquiries and issues from any internal or external sources including campus administrators, students, faculty, staff, and visitors; assist with timely complaint intake, review of, and response to complaints of Title IX sexual harassment and other prohibited conduct; conduct triage and ensure appropriate classification of complaints; refer parties to appropriate internal and external care and support resources; prepare and coordinate official communication for outreach and resolution of complaints, when necessary; provide referrals to appropriate campus offices/departments if allegations do not rise to the level of Title IX sexual harassment or other prohibited conduct; collaborate with and report to the University's Department of Public Safety to ensure accuracy in reporting Clery Act crimes and annual crime statistics, as required by the Clery Act; build and maintain positive rapport with all campus constituencies, including students, faculty, staff, and administrators, as well as community partners.
Provide trauma-informed direct case management services to Complainants and collaborate in designing individual action plans among resource units and agencies as appropriate, and provide follow-up to ensure compliance with recommendations made by the Title IX Coordinator and/or SRT; manage Complainant requests for supportive measures under Title IX and work with Title IX Coordinator to implement approved measures; utilize the Maxient case manager database to create cases and perform case documentation; maintain accurate records for each case or complaint received; support the coordination of community resources for distressed students (Complainants), including facilitating access to medical care, coordination of hospitalizations, discharge planning, and crisis intervention; serve as a member of the Students of Concern and CARE intervention teams; provide staff support to the SRT by providing updates on students who report sexual misconduct (Complainants) and facilitating information flow among resources, including the Counseling Center, Student Health Services, Office of Student Conduct, Housing and Residence Life, Disability Resource Center, UTCPD, Athletics, professors and academic administrators from colleges and departments, and others as appropriate; adherence to policies related to HIPPA, FERPA, confidentiality, information sharing, and appropriate use of Maxient case manager database.
In collaboration with the SHSADDVS Prevention and Education Committee, develop and implement a comprehensive prevention plan for sexual misconduct, relationship violence and stalking; conduct best practice research for prevention and education initiatives; develop, facilitate, plan, and coordinate prevention and response educational programs/activities to individuals, faculty, staff, students, and the community; review current data pertaining to sexual misconduct, relationship violence and stalking accessing the strengths and weaknesses of the campus community; conduct an individual and campus community needs assessment in relationship to trends within our campus community for sexual misconduct, relationship violence and stalking education including satisfaction with the services rendered through campus departments as a basis to develop programming; develop short and long term goals measuring achievement in the areas of sexual misconduct, relationship violence and stalking prevention; develop short and long term goals to address any services not currently available at UTC and a plan for implementation.
Assist with outreach programming and promotion for sexual misconduct, relationship violence and stalking prevention education related to UTC's Step UP! bystander intervention program; provide training and education to faculty, staff, students, Title IX investigators, adjudicators, in responding to sexual assault or interpersonal violence; help to maintain and update content for the University's Title IX web page; assist with researching, creating, and updating other Title IX resource documents; support compliance audits and assist with maintaining accurate statistical data that includes each reported complaint involving sex discrimination, sexual misconduct, sexual harassment, domestic violence, dating violence, and stalking.

- Keyboarding proficiency and computer application skills (word processing, spreadsheet, file management, PowerPoint, and Adobe software).
- Multi-tasking abilities and the ability to meet deadlines while remaining focused and composed. Ability to develop knowledge of, respect for, and skills to engage with those of other cultures or backgrounds.
- Ability to plan, organize and coordinate large-scale events and programs.
- Ability to write learning objectives and measure student attainment.

- Ability to develop and implement assessment strategies and reports.

- Skills in social media technology and web page development and maintenance.

Minimum Qualifications: Bachelors degree in Counseling, Criminology, Social Work, Human Services, Sociology, Psychology, or related field; two to three years of professional experience, in any combination, within the following areas (or related areas) is required: human services, domestic and sexual violence, victim services (working with survivors of sexual misconduct, relationship violence, stalking, and/or other types of trauma), trauma-informed counseling, and/or diversity education; Familiarity with Title IX, VAWA, Campus SaVE, and related federal and state laws; experience in presenting educational and training programs; work as a Graduate Assistant may be considered as applying toward the years of experience; and three years of clerical/office experience.
Preferred Qualifications: Masters degree in Student Affairs or related field Experience working as part of a case management or treatment team; prior employment within an educational environment or a closely related setting; group counseling and facilitation skills.
