The Department of Residence Life and Housing at the State University of New York at Oswego invites applications to fill a full-time Senior Associate Director for Occupancy and Business Operations.

Description of Responsibilities:
Under the direction of the Assistant Vice President for Residence Life and Housing (RLH), the Senior Associate Director provides leadership for the assignments and business operations of the department. The Senior Associate Director provides leadership, strategic planning, oversight, and supervision within a department that generates annual revenues of $34 million and oversees room assignments systems and policies that maximize occupancy and revenue. The Senior Associate Director develops advanced analysis and forecasting tools to provide occupancy projections for the AVP and the University Administration and Finance Office. The Senior Associate Director will also instill in the assignments and business operations group a solid vision for achieving a once-in-a-lifetime student residential experience and ensure the highest standards of a student-centered approach.
SUNY Oswego is a residential campus, and the recruitment and retention of our students is vital to the financial health of the University. The Senior Associate Director will provide direction to the marketing and communications coordinator and business operations assistant to provide a comprehensive communication plan to students and families while ensuring the financial management of the department.
MAJOR RESPONSIBILITIES:
As a member of the RLH leadership team, work with the AVP and department leaders to formulate department policies and practices. Engage in the development of department-wide goals and assist with the development of the long-range strategic plan. Engage in policy development and implementation. Provide leadership and direction to department committees, strategic plan priorities, and project groups as chairperson. Represent the department on designated Division of Student Affairs committees.
Develop and carry out a strategic vision of residence hall assignments to match the mission and vision of the department and goals for strategic enrollment management. Foresee and respond to ongoing changes in the projected student population. Coordinate communication to campus partners on the analysis of trends in student on-campus occupancy and retention; research off-campus housing market trends. Coordinate comparative housing data and enrollment projections with the Office of Enrollment Management, the Administration and Finance Office, and the Office of Institutional Research.
Direct the preparation and dissemination of standard housing and occupancy reports for the Division of Student Affairs and various University departments, including Dining, Admissions, Financial Aid, Accessibility Services, and Graduate Studies.
Lead and directly supervise Assistant Director for Occupancy, the Marketing and Communications Coordinator, and the Business Operations Assistant; indirectly supervise the Central support staff and Assignment Coordinator. Develop professional staff members' capacity to respond effectively to a wide variety of highly complex assignment system interactions. Indirectly provide supervision and leadership to full live-in professional, graduate, and undergraduate staff, primarily in the areas of occupancy management, fiscal management, and marketing and communication.
Partner with the Associate Director for Operations to advocate for student housing needs in major and minor residence hall renovations focused on student success. Maintain unique relationships for the purpose of promoting the need for residential housing renovations designed and developed to facilitate best practices for high-impact activities.
Manage fiscal affairs of the department, including budget planning, expenditure, and cost analysis, procedures for expense payments, and financial projections; coordinate billing and account reconciliation and financial reporting activities; and develop systems to improve fiscal control and processing. Provide strategic consultation to the Assistant Vice President on financial issues, including financial analysis and projections, cost identification and allocation, and revenue and expense analysis.
Develop memorandums of understanding with a wide variety of departments, academic units, and athletic coaches in special housing arrangements.
Review and make final decisions on student requests for contractual release from housing. Develop and execute communications with campus colleagues to provide for students who request additional service needs.
Develop room rate schedules for various housing options available to students and ensure protocols for accommodations to adhere to all federal statutes and ADA guidance.
Annually review and revise the housing contract for undergraduate and graduate students and work to ensure contacts, policies, and protocols are supported by federal and state directives.
Provide guidance to the marketing and communications coordinator on the marketing of on-campus living, including web and housing publications for prospective, new, and returning students. Provide leadership to the development of programming and marketing initiatives for current and prospective students. Grow communications that strengthen attraction of new students and retention of upper-division students to on-campus housing. Respond to students, parents, and the University community regarding complex and unique housing issues and develop viable options.
Represent Residence Life and Housing and work the leadership on new construction, capital improvement plans, and major renovations.
Serve as a key member of the Residence Life and Housing leadership team responsible for fostering a campus culture where all students feel welcomed and supported; work to advance the University's mission of diversity and inclusion.
Provide leadership and on-site support during major residential and campus events; including nights, weekends, and travel as needed
Serve in the on-call leadership rotation.
Other duties as assigned.

Required Qualifications:
Master's Degree in Student Affairs, Higher Education Administration, Management Information Systems, or related field
A minimum of six years of experience in housing assignment management, project management, business operations, and/or Higher Education administration.
Strong data and trend analysis skills and a capacity to create forecasting models.

Experience in supervising and training staff, including organizing, prioritizing, and scheduling work assignments; to foster a cooperative work environment.
Ability to lead public relations and customer service needs within a large organization.

Strong organizational skills and the ability to effectively manage multiple priorities while giving attention to details.
Ability to analyze and interpret data and prepare complex reports, statements, and/or projections.
Effective interpersonal and oral, and written communication skills and the ability to work effectively with a wide range of constituencies in a diverse campus community.
Knowledge of assessment methodology and statistical programming tools.
Ability to analyze and assess information technology training/development needs.
Ability to analyze problems and develop creative solutions to complex issues; facilitate procedures during system failures; direct and enforce policies and procedures.
