Position Information Under the general direction of the Financial Administrative Officer, the Financial Operations Manager provides complex and budgetary support to the unit managers of the CNAS Undergraduate Academic Advising Center (UAAC) and CNAS Graduate Student Affairs (GSAC) Centers. Responsibilities involve financial and administrative operations, contract and grant administration, ledgers reconciliation, staffing, budgeting, internal controls & compliance. The incumbent exercises independent judgment in solving day-to-day operational problems and make recommendations concerning departmental resources, policies, practices, and operations; anticipates operational problems and develop recommendations for review and implementation; and performs complex budget/resource analysis, including retrieving data from campus information systems, organizing and validating data, and preparing reports. This position will also be responsible for preparing monthly financial statements reports for the directors of UAAC and GSAC and providing complex analytical support/policy analyses for the organization to monitor expenditures and expand grant and donor support opportunities. This role is responsible for supervising the administrative services of the College of Natural & Agricultural Sciences Advising departments. The administrative services include all or some of the following functions: IT(SAA), contracts and grants, budgetary financial management and/or human resources. This position manages and supervises all financial, purchasing, and travel activity for UAAC and GSAC. The Financial Operations Manager will serve as a resource to unit managers of UAAC, GSAC, and the Dean's Office.

Demonstrated skills in employee supervision and HR administration. Knowledge of generally accepted accounting principles (GAAP). Demonstrated experience identifying and analyzing account variances and researching discrepancies. Significant knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll. Demonstrated ability to quickly evaluate complex issues and identify resolutions.
Preferred Qualifications Working knowledge of current University of California (UC) policies and procedures and all applicable laws and regulations.
Working knowledge of student financial aid operations and disbursement cycles.
