The Berkeley International Study Program (BISP) is based in the Department of Sociology and Demography which is a large, dynamic and diverse academic unit in the Social Sciences Division of the College of Letters and Science at the University of California, Berkeley. BlSP operates as an independent program with some support from the department's infrastructure and resources such as space and financial services. The Department of Sociology is a large, dynamic and diverse academic department in the Social Sciences Division of the College of Letters and Science at the University of California, Berkeley, consisting of 28 tenure-track faculty, 16 career staff, 13 visiting instructors, 18 visiting scholars, and approximately 160 ASE appointments. The Department of Sociology has approximately 600 undergraduate majors and 140 doctoral degree students. The Department of Demography is widely regarded as among the best and most creative demography programs in the world, occupying a unique niche in the population studies landscape, with a strong focus on formal demography, population theory, and on the relationship between demographic dynamics and social, cultural, and economic dynamics. The Department has 4 tenure-track faculty, 4 emerti faculty, 4 career staff, and 2 visiting instructors, 1 visiting scholars. The Department administers a Demography Ph.D., a Sociology-Demography Ph.D., a Demography M.A. degree and an undergraduate minor, and hosts the Bay Area Colloquium in Population.
The Berkeley International Study Program (BISP, sometimes called BISP in L&S) is a Concurrent Enrollment program (CE) that benefits academic units campus-wide, including colleges outside of L&S (Engineering, Chemistry, CNR). Although it could be a stand-alone program serving academic units across campus, BISP operates within the infrastructure of the Department of Sociology and Demography which has its own Sociology CE program (sometimes called BISP in Sociology). BISP alone brought in 820 visiting students in 2019-2020, not including Sociology CE students, and had grown by 50% in numbers in each of the last two prior years due to expanded outreach and recruitment and new marketing strategies. That same year BISP and the Sociology CE Program together brought in approximately $9.4 million in revenue to the campus, and is the largest CE

Responsibilities
Policy and Planning - Strategic Growth and Partnerships
- The Assistant Director for BISP acts independently to identify and reach out to potential partner universities in new academic areas and regions to expand our reach and offerings.
- Develops proposals to guide and support a broader strategic direction for expanding our partnerships, to increase concurrent enrollment (CE) revenue generation for academic departments campus-wide through BISP.
- Guides/directs strategic planning which may include senior campus management, faculty, and external constituencies at UCB and foreign partner universities.
- Using institutional knowledge and awareness of constituency perception: designs, develops and implements short and long-term strategic plans to develop new partnerships.
- Researches best practices in the field of international education, CE and study abroad programs to enhance our program and strategic plans for partnerships.
- Collaborates with foreign university partners, now over 50 programs in at least 15 countries, and campus units such as UC Extension and academic departments, to coordinate the development, implementation and monitoring of new programs and processes to ensure their success.
- Represents BISP and UCB when communicating with foreign institutions about the program and in negotiating agreements within the parameters of the policies of Concurrent Enrollment and what's possible at UC Berkeley.
- Negotiate matters that are particular to each unique program or university we collaborate with.
- Assesses the viability of a partnership, and communicates what is needed or if a partnership is not advantageous.
- Manages new and existing partner MOU agreements for review and signature by appropriate authorities between foreign institutions and BISP ensuring appropriate language and timelines.
- Consults with the Global Engagement Office, and when needed the university contracts office, as in the case of new language around privacy laws in different countries around the world.
- Develops/presents complex proposals on a broad range of issues to include problem identification, costs, benefits and options for BISP strategies to enhance the program's success in recruiting students that bring in revenue to the university.
- Consults with the Assistant Director for Marketing and Outreach on strategies for recruitment and ensuring BISP program goals, policies and procedures are accurately presented.
- Advises BISP Assoc. Director and Faculty Director on strategies to increase partnerships, and identifies target institutions and other organizations such as study abroad fairs, foundations, and US Dept of Commerce, that can reach partners in places we don't travel to.
- Employs new virtual tools and platforms for meeting potential partners.
- Evaluates the effectiveness of partnerships and recruitment efforts.
- Implements recruitment strategies to enhance yield.
- Travels extensively to new and existing foreign university partners and international education and study abroad conventions to meet with high level administrators and faculty to present opportunities for collaboration with BISP.
- Makes high level contacts of a sensitive nature, internally and externally, around issues that affect our collaborations, students, program needs, the success of the CE program, and changes that affect existing policies and procedures; requires discretion and diplomacy to negotiate with or persuade officials to adopt proposed solutions or program and process recommendations.
- Identifies, addresses, and mitigates unforeseen and/or rapidly unfolding events that may negatively impact relationships between the campus and various constituencies; advises/notifies senior management appropriately.
Policy and Planning - BISP Program
- As the coordinator of the largest concurrent enrollment program that serves academic units across campus, including the College of Letters and Science, College of Natural Resources, College of Chemistry, and College of Engineering, the Assistant Director is responsible for the planning and policy development for the BISP program she manages, and conducts highly complex analyses across a broad spectrum of programs, policies and initiatives.
- Informs the BISP Associate Director and BISP Faculty Director about changes, and policies or trends that may affect the success of BISP, and with other high-level administrators, such as UC Extension International Student Services office.
- Develops and coordinates policy communications with over 75 academic departments ensuring compliance and adapting to changes as needed.
- Provides analyses for complex academic data, systems and resource projects working directly with internal and external constituents, such as SIS course enrollment data and resources needed, along with barriers to enrollment.
- Conducts analysis using data on visiting student numbers and their interests across many departments and consults with department staff about appropriate courses open to students and strategies for enrollment.
- Evaluates existing policies/procedures to determine better systems to find and create space in UCB courses for international students, while enhancing enrollment opportunities for UCB students.
- Responsible for collaborating with campus departments on solutions for increasing their CE enrollments, sometimes involving proposals for BISP funding for expansion, to optimize enrollments.
- The objective is to understand their unique enrollment circumstances, policies and procedures, and provide creative suggestions for expanding and accommodating visiting students.
- Leads and participates on policy and planning committees and working groups.
- Serves as a co-leader to the CE Symposium Group addressing policies, procedures and planning for change affecting all campus CE programs, which is necessary to keep the interests of BISP and the largest group of CE students front and center for policy decisions.
- Formulates strategies for education and enforcement with departmental staff campus-wide, and the international students who come to Berkeley to study each semester.
- Assistant Director represents the interests of BISP in working with other units on campus that work with International students, providing valuable insight to this unique type of study abroad program as new policies, procedures and programs are being added or when existing ones change.
- To ensure that our campus partners are up-to-date on the SIS Concurrent Enrollment system and have problems addressed quickly, serves as a liaison and user expert between departmental staff and key staff in the Student Information System office and UC Berkeley Extension.
- Directs a wide variety of projects and follows through with individuals inside and outside the organization.
- Projects include identifying new clusters of courses that visiting students may be interested in, working with individual departments on identifying faculty who have connections with foreign universities as possible partners, adapting current procedures that are affected by policy changes, and collaborating with the Assistant Director for Marketing and Outreach on innovative recruitment projects and materials.
Supervision - BISP Advising/Administrative Staff
- Supervises two career professional staff, Program Advisors (Student Services Advisor 3).
- Recruits, hires, time-keeping, performance reviews, trains and oversees their work.
- Delegate student services and administrative projects as needed.
- Achieves student services goals and administrative functions through their assigned work and projects - student communications and advising, admissions process, coordination of events, and administrative tasks.
- Also supervises approximately 4-6 part-time limited staff as Academic Specialist (Student Academic Specialist 3), who are hired each semester depending on the number of international students enrolled in our program to advise students on issues with their academic experience and success (i.e. understanding assignments, tutoring, resources on campus, problems with instructors, understanding UCB policies and procedures, selecting classes).
- Determine the need for, advertise, interview, hire, train, guide, and evaluate these limited staff which may change each semester, and assess what's needed based on evolving visiting student populations.
- Assign and schedule each Academic Specialist to appropriate number of sections for the required Group Independent Study course on cultural adjustment, academic norms and success at Cal, that visiting students are required to take in their first semester.
- Train new advisors on policies and procedures, and consult with all advisors on enrollment and complicated situations that arise.
- Guides advisors who travel to meet with students abroad for pre-departure orientations and language assessment interviews.
- Responsible for authorizing travel reimbursements and expenses for all staff who travel for BISP.
Professional Development
- Keep up on curriculum processes on campus as well as general student affairs issues that may be important to BISP.
- Attend and participate in professional conferences and conventions, such as NAFSA (for international educators), NACADA (academic advisors), and EAIE (European international coordinators) and APAIE (Asia Pacific Association for International Education).
- Attend sessions on relevant topics.
- Meet with collaborators from foreign institutions to build network of colleagues in the field that is necessary for recruitment and advancing knowledge in the field.
- Attend programs offered by Berkeley International Office and UC Berkeley Extension International Concurrent Enrollment Program, and meet with staff from these offices to learn more about their programs and processes and initiate collaboration.
Required Qualifications
- Advanced knowledge of and/or ability to learn common organizational- and campus-specific computer application programs such as SIS and CalCentral.
- Strong communication and interpersonal skills to communicate effectively with all levels of staff, including high level administrators and faculty at foreign institutions., and influence, both verbally and in writing.
- Ability to use discretion and maintain all confidentiality.
- Advanced project management skills, and ability to work autonomously and with others to achieve program goals, including program design, implementation, and evaluation.
- Includes skills to plan and implement successful events and programs.
- Thorough knowledge of and/or ability to learn organizational or initiative processes, protocols and procedures, such as tertiary level foreign credentials, UC Extension Concurrent Enrollment, curriculum and scheduling; international student recruitment, admissions and advising; budgets and personnel management, study abroad programs and policies, and major educational systems of the world.
- Ability to multi-task with demanding timeframes and set short and long-term strategic goals.
- Advanced and comprehensive knowledge of and/or ability to learn academic programs, policies and procedures in most of the academic departments in the College of Letters and Science and a few other colleges applying policy analysis techniques.
- Advanced analytical/problem-solving skills to recognize potential areas of constituency concern and to address, resolve and/or mitigate problems or issues.
- Advanced ability to develop recruitment programs, and design effective materials.
- Advanced ability to establish and maintain cooperative relationships with campus departments, foreign schools and institutions, and other offices that are involved in the program.
- Effective supervisory skills and experience, delegating work assignments to staff, hiring, training and evaluating performance, and motivating professional development.
- Multicultural competencies and experience working with international students, staff, and administrators.

- Excellent presentation skills to promote the BISP program in a way that motivates students to commit to study abroad through our program.
- Experience using advising and counseling techniques to advise students in an academic department or program on academic matters, courses, enrollment, and issues affecting studies.

- Ability to travel for one to three weeks abroad several times a year.
- Ability to work some evenings or on weekends as needed for student events and travel.
- Bachelor's degree in related area and/or equivalent experience/training.
Preferred Qualifications
- Master's degree in student affairs, international education, counseling or related field.
- Experience living, working, and/or studying in a foreign country.
Salary & Benefits
This is a 100% full-time (40 hrs a week) exempt career position, which is paid monthly and eligible for full UC Benefits. Annual salary is commensurate with experience up to $113,600.00.
