POSITION SUMMARYThe Systemwide Director of Community Safety will provide oversight, coordination and monitoring of the implementation of the UC Community Safety Plan across the University of California system. This plan, released in August 2021, represents a transformational change for UC toward a more data-driven, service-oriented, community-centric approach to campus safety. Under this new model, a multidisciplinary team of mental health professionals, campus police, social service providers, police accountability boards and other personnel will work together to prioritize the safety and well-being of the entire UC community.
The Director, working with and promoting ongoing community engagement, will oversee and implement systems and policies to ensure consistency in all campus safety functions. The position will ensure that public safety accountability measures taken at each UC location are fair and thorough, and achieve the expected quality and timeliness. The position will convene the primary service providers on each campus in the holistic tiered response model to regularly share best practices across the system, and serve as a resource, and guide continuous improvement.
The Director will frequently work with senior leadership, faculty, students, chiefs of police, campus and systemwide legal counsel, campus compliance officers, risk services, student health and wellness, student affairs, Title IX officers, human resources and others across the University.
The Director reports to the systemwide Executive Vice President and Chief Operating Officer with a dotted line report to the President of the University.
Responsibilities
60%
Lead systemwide implementation of the University of California Community Safety Plan (UCCSP) by overseeing implementation of guidelines, policies and procedures to ensure timely systemwide UCCSP compliance and follow-through. These responsibilities include, but are not limited to, the following:
- Convene and regularly work with each UC campus' chancellor-designated Responsible Officer for local implementation of the UCCSP.
- Convene representatives of the primary service providers in the holistic tiered response model and crisis response teams (new to some UC campuses) to share and demonstrate best practices across the system.
- Ensure actions assigned to UCOP, including systemwide working groups, are developed and delivered in a timely fashion.
- Partner with Ethics, Compliance and Audit Services (ECAS) and university offices that receive and/or investigate complaints regarding police and other service providers on the implementation of the recommendations. Provide oversight on 90-day compliance of all investigations.
- Provide systemwide support to campuses in pursuit of the International Association of Campus Law Enforcement Administrators (IACLEA) accreditation.
- Partner with Risk Services, ECAS, UC Legal and others to institute and implement recommended training.
- Lead efforts to update presidential guidance on UC community safety as needed. Serve as a resource and guide for continuous improvement of campus safety.

Serve as the systemwide expert and convener:
- Serve as systemwide expert on program and policy issues related to holistic and tiered community safety services in academic and health system settings. This includes providing updates to the Board of Regents, the President,and the Chancellors as requested.
- Closely coordinate with UC Legal, Labor Relations, Risk Services, ECAS, Graduate, Undergraduate, and Equity Affairs (GUEA), UC Council of Police Chiefs and other systemwide functions as needed for training and integration of campus safety services.
- Consult with senior leadership across locations on emerging trends in systemwide crime, calls for service data (such as 9-1-1 calls), appropriate deployment of safety services at each location for demonstrated needs, trends in campus and health system law enforcement and mental health response at UC locations, and public safety or security concerns that impact multiple locations or that have significant resource implications.
- Coordinate future systemwide efforts related to holistic and tiered response community safety, including possible future campus safety symposia or other convening of experts and practitioners.
- Work with External Relations and Communications (ERC) to develop communications, publications and web content as necessary. Work across campuses to pursue opportunities to improve practices for local communications and publications.

Continuous improvement through monitoring and reporting:
- Coordinate systemwide review of campus safety reports and data. Develop assessment tools and metrics for program reporting that informs continuous improvement measures.
- In coordination with Institutional Research and Academic Planning (IRAP) and campus data experts, oversee analysis of systemwide data to identify trends and systemic issues and implement appropriate responses. Ensure data collection and analysis is developed in coordination with Diversity, Equity and Inclusion experts.
- Provide ad-hoc and periodic reports on the implementation of the UCCSP and other campus safety efforts to UC leadership and the UC community.
Required Qualifications - Demonstrated ability to direct a variety of program areas. Demonstrated ability to work with management to identify and mitigate key compliance risks. Experience working with faculty and students. Understanding of and appreciation for shared governance.
- Demonstrated ability to communicate, both verbally and in writing, complex findings and recommendations in a clear and concise manner.
- Excellent interpersonal skills including negotiation, political acumen, consultation, empathy and communication skills across a wide variety of audiences. Excellent ability to synthesize, convey and explain information to individuals of all levels of the organization.
- Demonstrated experience in developing positive relationships with diverse constituent groups and in advancing diversity, equity, inclusion and belonging.
- Extensive knowledge of campus and health system public safety best practices.
- Demonstrated analytical and comprehensive project management skills.
- Ability to work independently and within a team environment. Ability to work as a leader in a collaborative environment, to exercise good judgment, and bring about consensus on sensitive and politically-charged issues.
Preferred Qualifications - Knowledge of data systems development and quantitative reporting methods.
- Extensive knowledge of developing and delivering quality training for a diverse audience.
Education - Bachelor's degree in related area and / or equivalent experience / training.
- Minimum of 10 years of experience in a related field.
- Minimum of 5 years progressive management experience and campus safety/policing/oversight experience or comparable experience in higher education.
- Advanced degree in higher education, criminal justice, law enforcement, student affairs, college student personnel or a related field. (Preferred)
License/Certifications - Professional certification preferred.
