Title: District Manager, Student Service Compliance and Reporting

Position Summary:
Coordinates projects and work assignments, and manages the District Processing team along with the Campus Based and Grant Coordinator and the Loans and Scholarship Coordinator. Serves as the District Student Service Compliance officer and will be responsible for investigating and responding to student service issues for the District. Works with the Campus Lead Counselors to resolve student processing issues and compliance issues.
Responsible for preparing Federal and State reports (FISAP, IPEDS). Complete monthly reconciliation of all Federal funds. Development of institutional policy to comply with federal and state regulations. Interpreting regulations related to student aid eligibility. Provide oversite and complete the preparation for the annual institutional A-133 audit process. Complete the federal research and respond to compliance issues that include student complaints.
Serves as the Chair for the District Financial Aid Appeals Committee responsible for granting or
denying student appeals for initial aid or termination. Responsible for Return of Title IV refund
calculations, reconciliations, and return of funds.
Provides data to determine matrices for training and potential compliance issues for the district.
Primary Duties Performed:
Policy and Procedure: - Participate in financial aid policy formulation
- Review, interpret and disseminate policies from Federal, State, Institutional and Private funding and regulatory agencies
- Keep current with policies related to compliance activities and assess and communicate their impact on STLCC
- Update polices related to compliance activities related to changes in regulations
- Explain FERPA and recommend release forms for information Implement STLCC policies related to scholarships
- Develop standard timeline and procedures for federal and state reporting
- Provide subject matter expertise on financial aid compliance
Training: - Develop compliance training curriculum for financial aid staff members and campus leads
- Provide data to determine matrix’s for training and potential compliance issues for the Title
IV programs - Provide ongoing training and support for Student Affairs processing teams and operational offices Manage staff to ensure optimum performance and support of the college objectives with emphasis on employee training and development; while effectively utilizing the College performance evaluation system
- Coordinate certification for state grant programs including A+ and Missouri Access
- Assist with submission of all required documentation and information to the U.S. Department of Education, Missouri Department of Higher Education, and other funding entities to maintain the College’s official approval for Title IV funding and all other financial aid for students
- Coordinate reports from COD to correct and resolve student grant issues (POPS, Multiple reporting, and over awards).
- Act as a liaison for the District with other institutions to resolve student grant and awarding issues.
- Prepare content for financial aid training sessions and/or training modules for staff
- Lead financial aid training sessions for campus leads, senior vice presidents of campuses
- Prepare content for quarterly training sessions provided to faculty regarding return of Title IV Funds policy and attendance tracking requirements
- Develop online compliance training content for all financial aid policies for students
Daily Duties: - Monitor rates of student completion of compliance training module
- Monitor work-study funds and student status every semester
- Provide assistance and support to student in understanding financial aid processes
- Create a dashboard of metrics to present to Chancellor/BOT on biannual basis
- Create a survey for student feedback purposes
- Administer Student Feedback Survey
- Current processing time on verification of complete files
- Current processing time for Satisfactory Academic Progress Appeals
- Work with Student Accounts to aggregate data on loans, federal and state grants, scholarships, and outstanding receivables
Self-Service Application and online forms assistance: - Follow up with students selected for federal verification
- Assist in completion of Verification worksheets and collection of Verification documents
- Other duties as assigned

Required Qualifications: Bachelor Degree or equivalent and over 10 years of experience in the Financial Aid department, of which five should be at the supervisor level. |

Salary Range: $67,245.00 minimum |
