Position Accountabilities and Essential Functions:

This position serves as the Chief Registration and Records Officer and is responsible for the overall organization and coordination of all registration processes. The Registrar is responsible for collecting, maintaining, and distributing academic records including transcripts, certificates, and diplomas. The Registrar reports to the Dean of Enrollment Management, serves as a senior member of the enrollment management team, serves on multiple college committees, assists faculty and staff in the development of academic policy and curricula, and works closely with other administrative staff from Admissions, Financial Aid, Counseling and Advising, Institutional Research, and Information Technology. The Registrar supervises the day to day operations of the Registrar's Office including planning, staffing, and budgeting. The Registrar is responsible for enforcing
FERPA regulations/policy and for providing campus-wide
FERPA training for faculty and staff. The Registrar supervises the operation of the of Pioneer Connect One Stop Student Services Center including planning and coordinating with other Student and Educational Services offices including Financial Aid, Counseling and Advising, and Admissions and Dual Enrollment.
ESSENTIAL DUTIES AND RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO
THE FOLLOWING:
- Collect, create, maintain, and distribute official academic records including course registration and grading; add/drop records; grade/enrollment verification; incoming transcripts, and credit evaluations.
- Supervise graduation applications processing. Evaluate academic program completion.
- Maintain and disseminate transcripts.
- Create and distribute academic credentials including certificates, degrees, and diplomas.
- Supervise program verification for 140 programs of study.
- Provide critical and timely information for graduation ceremonies.
- Direct College registration for academic and non-academic courses.
- Create and maintain semester course schedules.
- Administer the student registration process.
- Process student schedule development and change requests.
- Manage the student registration communication plan.
- Work in conjunction with Student Billing to set up student billing schedule and communication process.
- Direct and lead all aspects of the student services processing center to allow for seamless processing of student records from admissions through graduation.
- Ensure compliance with local, state, and federal policies, procedures, regulations, and laws including Delta College Board of Trustee's policies, state regulations, and federal regulations and laws including FERPA, Veteran's Affairs regulations, and Title IV and Title IX compliance.
- Enforce the college's official FERPA policy; educate faculty, staff, students, and parents regarding FERPA compliance.
- Assist faculty and academic staff in curriculum development and student policy.
- Interpret and enforce internal (Board/Senate/Curricular) policies.
- Advise faculty academic staff and other administrators regarding the effects of proposed curricular changes on enrollment.
- Serve as SES Representative on College committees, Curriculum Council and Sub-Council, Academic Council and other committees.
- Provide leadership for the production and maintenance of a yearly college catalog.
- Interpret and discharge institutional policies regarding student attendance.
- Adjudicate student tuition refund appeals.
Required Qualifications:
- Master's degree, preferably in higher education, student service administration, education, business management, or information technology or other administrative or management area.
- Three to seven years of related experience.
Additional Experiences Considered:
- Experience in a college or university environment.
- Experience with student databases especially Colleague or other related database experience.
