The Director of Online Learning is an executive managerial position reporting to the Vice President for Information Technology and Chief Information Officer (Position No. 89268) and is responsible for providing senior-level planning and direction of the University’s online and distance learning programs, including all related institutional strategy and support for the ten-campus University system. Working collaboratively with system-wide, campus and program leadership, the Director of Online Learning formulates the institutional vision and strategies for online and distance delivery of instruction, and drives the implementation of the policies, procedures and systems necessary to execute the University’s vision and strategies. In addition, the Director of Online Learning is responsible for designing, developing, implementing and maintaining the core services for online and hybrid delivery of instruction and support for the statewide UH system composed of over 60,000 students, faculty and staff on six islands. This position requires substantial personal collaboration with the most senior academic, student services, and technical leaders on all UH campuses and education centers on all islands, with statewide and national educational colleagues and leaders, private sector technology officials and national and international professional organizations. This individual collaborates and advises on securing extramural funding in support of institutional plans and priorities.
DUTIES AND RESPONSIBILITIES
SUMMARY OF DUTIES
Directs the online, hybrid and distance learning programs, services and infrastructure within Information Technology Services, with responsibility for managing instructional designers and technologists, Learning Management System (LMS) application support staff, andsupport staff for online teachers and learners. Additional responsibilities include ensuring that current enterprise systems fully support online and hybrid learners, that the technical infrastructure appropriately supports online learning programs, and that the online learning initiatives across the campuses support the UH vision for online learning. At an advanced supervisory level, the Director of Online Learning is responsible for directing the personnel and activities of the Online Learning group of Information Technology Services along with leading the strategic institutional programs and support services for online, hybrid and distance learning programs across the University system.
MAJOR DUTIES AND RESPONSIBILITIES
Planning and Management:
Leads the development of university-wide policies and plans relating to online learning including the infrastructure and services required to support online learning operations.
Represents and/or provides leadership on university-wide online learning, instructional technologies, and media literacy activities on University committees, with state agencies, in the community, and national organizations.
Serves as an expert resource to the leadership for all UH statewide organizations in formulating online learning strategies, managing online programs, and associated support services.
Develops organizational and re-organizational proposals and plans for university-wide online learning in the areas of program delivery and support.
Plans and directs the evaluation of system-wide online learning activities, technical review, and controls day-to-day operations of university-wide online learning programs and facilities. This includes creating efficiencies and establishing procedures for online learning, scheduling university’s resources among competing requests, developing training programs, providing staff assistance, and negotiating with external facilities suppliers on behalf of the University.
Prepares budgets and administers funds for University-wide online learning, including development of priorities and guidelines, preparation of program budget, solicitation/review/selection of proposals, supervision of projects and support activities, and evaluation of projects.
Works in tandem with the University campuses to develop online learning programs, facilities and support structures; innovates to solve problems and implement solutions; ensures requisite coordination and alignment with departments and campuses for system-wide development and implementation.
Assesses needs, plans, evaluates and recommends the acquisition of new hardware and software components and systems for online learning, instructional technologies, and user facilities.
Develops and coordinates proposals to external funding agencies to support University-wide online learning and instructional technology activities.
Plans and administers goals and objectives of the Online Learning Program.
Evaluates the performance of systems in instructional technology.
Oversees operation and maintenance of user facilities and online learning classrooms.
Supervises and participates in on-going work of the group and solves exceptional problems as necessary.
Establishes and administers policies and procedures within the Online Learning Program.
Participates in the development and implementation of ITS’ strategic plans, goals, and objectives as a member of the Information Technology management team.
Directs and supervises the personnel and activities of the Online Learning Program group of Information Technology Services
Assists other units throughout the University system with online learning, instructional technology and information technology planning, design, and implementation at the departmental, college, and campus level.
Serves as the University system subject matter expert by keeping abreast of national and international trends, and federal regulations, in online learning, instructional technology and information technology through reading journals, and attending meetings, and keeping university efforts in concert with such trends.
Performs other duties as assigned.
MINIMUM QUALIFICATION REQUIREMENTS
Master’s degree in online learning, educational technology, instructional design or related field
Demonstrated experience with online teaching and learning in higher education across a range of programs and degree/certificate types
Minimum of five years of progressively responsible experience in higher education leadership and management
Three years of extensive experience with and knowledge of policy, and advocacy of digital learning in higher education (i.e. State Authorization, US Department of Education Federal regulation related to Distance Education and Innovation, professional licensure notification, educational benefits for military connected students, instructional design, and online pedagogy).
Three years of extensive experience with and knowledge of practices and operational support systems for online learning in higher education (i.e. assessment and academic integrity, accessibility, open educational resources, LMS management, online student services and academic support).
Demonstrated analytical skills and extensive knowledge applicable to the areas of policy analysis and development, systems analysis, strategic planning, use of data and modeling, and principles of organizational behavior and structure.
Demonstrated ability to formulate a vision for online learning and link it with internal capabilities and external constraints.
Knowledge of emerging trends in online learning.
Demonstrated ability to work effectively in an administrative organization built around a fluid, consensus-building and team approach to management.
Demonstrated ability to establish and maintain effective working relationships with a full range of internal and external university stakeholders.
Demonstrated excellence in oral and written communication skills.
History of integrity, judgment, foresight, discretion and character.
DESIRABLE QUALIFICATION REQUIREMENTS
Doctoral degree in recognized field of study or equivalent
Demonstrated ability to work in a deeply multicultural environment, including within an indigenous serving institution.
Working knowledge of the University of Hawai?i system and its administrative infrastructure and policies.
Experience and understanding of P-12 education and its connection to higher education, particularly as it relates to online learning
Experience and understanding of returning adult students, particularly as it relates to workforce development, career advancement, and online learning.
