The UW Daniel J. Evans School of Public Policy and Governance are seeking a Program Manager to support the design, implementation and all program operations for a suite of undergraduate initiatives and to provide academic program and graduating advising support for our doctoral program. This position works closely with our Student Affairs team and is particularly important as we expand our undergraduate offerings and strengthen efforts to diversify pathways into public policy education and careers.
This person engages students, faculty, staff, alumni, UW campus partners, and external stakeholders, to design and implement undergraduate initiatives, as well as provide ongoing support to our PhD program and doctoral students. The program manager’s time will be focused in three primary areas: (1) a university-wide public service academy for undergrads (local site of the Volcker Alliance’s NextGen initiative); (2) a summer Institute for historically under-represented rising college seniors interested in public policy (local site of the Public Policy & International Affairs program (PPIA)); and (3) academic advising and program support for the Evans School’s PhD in Public Policy & Management program. In this work, particularly the undergraduate initiatives, there is a focus on applying participatory processes and assuring organizational learning from these new endeavors. In this way and others, this person plays a central role in helping assure the Evans School is actively living out its commitment to acting as an anti-racist organization.
DUTIES AND RESPONSIBILITIES
Across the initiatives and programs listed below, this person will be responsible for:
(1) PPIA Junior Summer Institute program design and implementation (40% FTE) Work with an internal team to design a Junior Summer Institute (JSI) to launch in 2022 and annually going forward. Work with team on Public Service Weekend (PSW) programming in future years, if there is a Dean-level decision to resume the PSW in 2023 or subsequent years. Support national marketing and selection efforts with PPIA’s national office and other peer schools offering JSI programming. Manage all aspects of the program implementation, from coordination with UW Housing & Food Services for on-campus lodging and meal plans; to coordinating the schedule of programming; invitations to faculty and doctoral students for teaching opportunities in the program; on-boarding and management of student employees for program support; coordinating with the Evans School fiscal team on payment to invited instructors, guest speakers, etc; and other related program and project management responsibilities. Draft reports for national office and support national evaluation activities. Identify and scope out anticipated staffing needs for supporting the PPIA programs at the Evans School.
(2) Undergraduate Minor and Next Gen Civic Leader Corps – Initiative Design, Implementation & Assessment (35%) Work within the Evans School and with the UW’s Undergraduate Academic Affairs unit to continue the design phase, and implementation, of the Next Gen Civic Leader Corps initiative. NextGen aims to engage a broad cross section of incoming and continuing UW undergraduate students in curricular and co-curricular experiences across their four undergraduate years. Engage early college students, and other national Next Gen sites to develop potential programmatic ideas. Work with the Dean and Assistant Dean of Students to build close and trustworthy relationships with partners across campus. Align this effort with existing and nascent University programs that address the systemic biases in college admissions and support. Oversee and manage all programmatic elements, from the recruitment and tracking of students, planning of signature events, coordination with campus partners, etc. Provide regular status reports to colleagues and funders. Draft initial plan for formative evaluation and assessment of the program after stakeholder engagement and continue to iterate in subsequent years. Within this work, support the Evans School’s undergraduate Minor in Public Policy and supervise an hourly student employee who can manage tasks such as: monitoring the [email protected] email account; submit approved course substitutions to the degree audit reporting system; market the minor on campus and respond to inquiries from prospective students; etc).
(3) PhD Program Advising and Student Support (20% FTE) In partnership with the PhD program faculty director, provide program management support and advising to students in the Evans School’s PhD program in Public Policy & Management. Serve as point of contact for PhD students on all issues related to being a student at UW. Listen, support, problem solve, connect. Answer questions about the program, School, and University policies and procedures. Answer questions about registration for classes, including independent study and dissertation credits, and add/drop/withdraw. As appropriate, refer students to the Assistant Dean of Students, faculty directory, or campus resources. Serve as liaison with Graduate School, University Registrar, and International Student Services on behalf of students. Plan and implement incoming Ph.D. student orientation and other student activities to support students as they enter and continue into the program. Collect and disseminate information about funding opportunities for PhD students Maintain student and program records, including tracking spreadsheets for student progress in the program and achievement of key academic milestones, such as completion of the Major Area Paper (MAP), the dissertation proposal defense (general exam), and the dissertation defense (final exam); tracking of funding information; etc. In partnership with the PhD program faculty director, support the annual updating of the PhD program handbook / academic policy memos. Provide students information and documents to meet program requirements Support the marketing and oversight of the PhD concentration in public policy and management, for other UW doctoral students interested in pursuing Evans PhD coursework. Manage and track student requests for travel funds to present at conferences. Make updates in the UW’s MyGrad Program related to student progress; the formation of committees; etc. Provide support to Admissions & Student Affairs Specialist for the annual PhD admissions cycle.
(4) Other duties as assigned (5% FTE) by supervisor, as needed to support undergraduate or doctoral program initiatives, or related programming in Student Affairs.
SUPERVISION This position reports to Assistant Dean of Students. This position does not currently supervise anyone but is anticipated to supervise graduate and/or undergraduate student assistants, including for the on-site implementation of the intensive Evans School / PPIA Junior Summer Institute as well as support for other undergraduate programming or other needs.
MINIMUM REQUIREMENTS: Bachelor's degree and at least three years professional experience, preferably in higher education.
ADDITIONAL REQUIREMENTS: Experience supporting, participating in, and leading diversity, equity and inclusion (DEI) efforts, activities, and programming in a higher education or related setting. Experience in project or program management in higher education or student support. Event planning experience. Strong interpersonal skills, including demonstrated ability to work effectively as a team member, build strong working relationships, and adapt communication styles. Comfortable in an academic setting and interacting with a diverse group of individuals and organizations with flexibility, tact and diplomacy. Ability to work evenings and weekends (infrequently, but occasionally needed for recruitment or other programming or events, including during the intensive Junior Summer Institute in mid-June to early August)
KEY COMPETENCIES Obtain, analyze and evaluation information effectively in the face of ambiguity. Act consistently with the Evans School’s core values, in alignment with the Evans School’s mission, vision, values and purpose statement, and commitment to anti-racism, and the UW’s commitment to racial equity and inclusion. Project and program management experience, preferably in higher education. Facilitation experience and/or experience hosting or leading trainings or other activities.
DESIRED QUALIFICATIONS Master’s degree in higher education administration, public administration, organizational development, or related fields. Experience in program development and project management within higher education. Demonstrated commitment and experience supporting students and student programming from a diversity, equity and inclusion lens and perspective. Knowledge and understanding of current trends and research into student success factors in higher education.
