Job Description:
Responsibilities:
1. Departmental Leadership: Develops a comprehensive summer operation which includes development of youth camps, adult programs, and other conferencing services. Creates experiential learning programs for both youth and adults. Develops and manages the East Lake Snowbirds program. Represents the department for the housing needs of the Great River Shakespeare group. Develops marketing plan and advertising activities for all summer operatations. Coordinates housing utilization and activities for East Lake as well as all residence halls in the summer months. Collaborates with Hall Directors, Facilities staff, and other areas of the university which supports summer operations and special events. Collaborates with faculty, administrators, committees and program chairpersons in the potential funding, development, design, planning and execution of a wide variety of summer programs and conference packages. Oversees staff responsible for the arrangement of conference logistics including facilities, meals, audiovisual services, exhibits and other conference or camp services; personally resolves complex logistical challenges. Coordinates with conference sponsors and service providers to ensure all needs are met. Implements/Coordinates the use of the StarRez short term stay module for registrations/payment processing for various programs/events.
2. Strategic Planning, Assessment and Budget: Oversees and coordinates strategic planning and assessment activities for Summer Operations and Special Events. These duties will include evaluation of existing programs, planning new directions and modifications to current programming. Plan, execute and analyze assessment data to assess effectiveness of educational and camp offerings. Responsible for Summer Operations and Special Events and East Lake Apartments budgets development, ensuring that each area is within budget limitations; and all university and departmental policies are adhered to.
3. Staff Overseeing and Supervision: Supervises staff to accomplish delegated responsibilities. Directly supervise and evaluate Conferencing OAS, Assistant Hall Director, Resident Assistants, Community Mentors, and Camp and Conferencing staff. Holds regular and intentional one-on-one meetings, discussing performance concerns, coaching, personal development, planning, etc. Provides indirect supervision of Desk Assistants. Facilitates regular staff meetings. Participates in and presents training topics in fall training and in-service training for Assistant Hall Directors, Resident Assistants, Community Mentor and Desk Assistants. Hires and trains and gives work direction to camp and conferencing staff, housing assistants, Alumni House assistants, and other staff as necessary. Oversees all support services required in the scheduling, communication, and subsequent management of residence hall housing for summer operations and East Lake Apartments year-long activities. Serve as an expert on university and departmental policies and procedures. Provide opportunities for residence hall staff to share in the development and evaluation of Residence Life policies and procedures.
4. Student/Community Development: Creates and maintain a living and learning environment that applies student development theory to support the mission of Winona State University and the Housing & Residence Life Department. Advise/ counsel students regarding academic, personal, and mental health issues. Develop working knowledge of campus and community resources. Mediate individual and group conflicts. Manage conduct process for residence hall violations and guide staff in the use of developmental consequences and conversations. Serve as a hearing officer for conduct cases implementing appropriate WSU and Minnesota State Regulations, Policies, and Procedures. Advise the Hall Council and supporting other residence hall events and activities. Development and implement an intentional community development model that satisfies the departmental learning outcomes. Serve as an educator, consultant, and general resource for students and staff. Communicate with parents, faculty, staff, and other administrative personnel as appropriate and necessary. Attend staff meetings, participate in departmental planning, and review, and represent the Department as needed at the request of or in the absence of the Director. Member of Departmental Administrative Leadership Group, On Call and Emergency Response and expected to communicate with parents/emergency contacts of students to relay emergency information, policy and follow up response.
5. Property Management Responsibilities: Maintain and improve the physical environment of the residence hall in conjunction with the Director of Residence Life or his/her designee. Issue and control all keys. Oversight of card access to East Lake and all building during use for summer programs. Ensure all safety, security and maintenance needs are reported to the appropriate personnel in a timely manner. Assist in developing renovation/inventory replacement priorities. Oversee residence hall front desk operation. Plan, direct and manage administrative functions within the residence hall (e.g. room assignments, no-shows, lofts, room changes, room condition reports, damage billing, academic break housing, interim housing). Ensure accuracy of all information in StarRez and timeline processing of above administrative functions and staff information. Implement hall opening and closing activities throughout the year. Coordinate room changes during the academic year. Maintain files and prepare required reports in a manner that complies with FERPA & MN Data Practices Act. Essential personnel during weather emergencies.
Working Conditions:
- Requires evening, weekend, on-call, or holiday duty. The employee must be able to respond in person to emergencies in any residence hall within a short period of time after being called to assess damage, conditions, or visit/perform welfare checks on residents. This position requires the freedom to work irregular work weeks, frequently more than 40 hours including evenings, weekends, and holidays.
- Requires some travel to student conferences in an advisory capacity, travel for coordination of programs outside of Winona area, travel for marketing and recruitment for camps and conferences, as well as travel to conferences for professional development as needed.
- This position is live-in optional. An apartment in East Lake will be provided upon employee request and availability.
Physical Effort:
- Must be able to load, unload, carry and set up materials at various event sites.
- Must be able to physically participate in active youth programs and games.
- Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
Required Qualifications:
Minimum Qualifications:
- Master's degree plus three years of advanced professional experience in a content-specific field or a Bachelor's degree plus four years of advanced professional experience in a content-specific field.

- Advanced knowledge of business management, marketing, and advertising. Departmental expert in these areas.
- Advanced Knowledge of summer operations, conference services, as well as financial systems, budget creation and management and revenue generation as they relate to summer camps, conferences, and housing operations. Departmental expert in these areas.
- Advanced knowledge of residence life, student development theory, emergency response and crisis management.
- Organizational and time management skills; ability to manage multiple deadlines, delegate effectively, and coordinate complex projects.
- Ability to work productively in a high stress environment that involves management of multiple projects while serving a diverse audience.
- Excellent interpersonal communication skills in interacting effectively with a varied audience
- Expert in student due process and university conduct process and policies; ability to perform these duties with a focus on education, security of the residence hall community, and the prevention of repeat offenses.
- Demonstrated skills in leadership, supervision, group facilitation, advising, training, programming, community development, and budget management.
- Excellent written and verbal communication skills, which allow for professional reports, presentations, and training assignments.
- Proficient with information systems and has a thorough knowledge of StarRez conferencing module, When to Work scheduling, word processing and spreadsheet programs and an ability to learn new systems as needed.
