Business Services is the department through which the financial, administrative and financial student service programs are provided to the campus. These programs include financial operations, financial systems, risk management, mail services, and duplicating services. The financial operations section focuses on accounting, budget, purchasing and accounts payable, travel, financial aid disbursement, cash handling, student service, grants and contracts support, and long term loans and collections. This position functions as the student services manager for business services. They manage fee payment and provides administrative functions and oversight on all payment sites, billing, collections, cash activities, long term loan processing, check writing/disbursement, third party contracts, miscellaneous scholarships, state escheatment, merchant account set up, policy and procedure development, student refund processing, PCI compliance and government reporting. The associate director is the institution's liaison to the USSE Treasury Operations group, cash management section of the state treasury and US Bank in all areas of cash management, banking activities, and interpretation of financial guidelines and principles. The associate director is also responsible for directing the student services side of business services and is familiar with contemporary customer service techniques and strategies. The Associate Director is a member of the Enrollment Services Center leadership team and works collaboratively to provide excellent student enrollment services. The Enrollment Services Center provides integrated academic support services to students at Southern Oregon University in financial aid, registration, and payment activities. The department strives to meet students' expectations for convenience and for efficient and effective enrollment services.
Minimum Classification Qualifications:
Equivalent to graduation from a four-year college or university with a degree in accounting, finance, or other related field and/or five years of extensive experience managing financial services. A graduate degree in a related field may be substituted for one year of the required experience. Additional qualifying experience may be substituted for the required education on a year for year basis.

All Listed Duties:
Act as leader for the business services student services group to line staff of 5.5 regular employees and several student employees performing financial aid disbursement, student, commercial and third party billing, special programs, Taxpayer Relief Act, check writing & disbursement, manages incoming and outgoing EFT's, all aspects of collections, administration of long term loan (including the Federal Perkins Program) associated with repayments/deferments/collections, and banking activities.
Oversees all daily cash input to institutional financial systems, audits institutional cash funds.
Performs duties related to the verification, audit and accuracy of incoming funds.
Resolves payment disputes between students, parents, agencies and community members.
Merchant account set up and management.
Banking reconciliations, tracing funds and reporting between the USSE and OST, designed to keep the bank, Banner SIS and the banking module in sync.
Provides support to the enrollment services associates.
Works in a leadership role on miscellaneous projects as assigned
Collaborates with I.T. and Finance to provide security for Banner SIS. Functions as security administrator for Enrollment Services Center and other payment sites, including CashNet payment software.
Develops CashNet audit reports for payment and deposit verification.
Maintains and updates the CashNet system to ensure Banner and OST remain in sync.
Works collaboratively with Information Technology and OST on PCI-DSS and reporting of EFT security protocols.
Provides oversight of EFT (Electronic Funds Transfer) security, procedural development and troubleshooting.
Develops and maintains internal controls and audit processes related to incoming and outgoing payments.
Trains and supports university staff on any payment security protocols (cash, electronic, etc.).
Works collaboratively with Financial Aid in identifying non-negotiated TIV aid, and returning the funds to the DOE within their guidelines.
Manages program cash requests for Federal Title IV programs.
Functions as University liaison to BankMobile, managing disbursement of student refunds and analysis and processing of returned funds.
Functions as administrator on the BankMobile site.
Supports program management of all financial operations' areas of business services, including budget development, analysis, and data retrieval in support of institutional research.
Prepares government reporting, including but not limited to PCI-DSS, HB3509, state escheatment and 1098T Taxpayer Relief Act.
Oversees PCI (Payment Card Industry) campus security and compliance.
Generating statistical data on department performance in areas of collection on student accounts, and other staff performance measures.
Maintains data and records for updating, and monitoring, performance measures in TrackDat.
Monitors charges being placed on to student accounts, and appropriateness in connection with institutional policies.
Approves campus staff access to various payment categories, and Banner
