The accredited University Police Department (UPD) provides high quality law enforcement services to protect the safety and well-being of students, faculty, staff and visitors to the College. The Chief leads the Department, providing supervision, strategic direction, and collaboration with other campus, community and state organizations to maintain a safe and secure environment for the pursuit of the educational objectives of the campus community. The successful candidate must demonstrate an understanding of and sensitivity to diversity, equity and inclusion. In the words of former Chief, now SUNY Commissioner, Mary Ritayik:
University police officers serve a different clientele that has an educational mission. We provide that safety and security so that mission is achieved. Whether it be for a student, faculty, staff, parent, or alum. Our role on that campus is to provide that protection, but we as officers also have a role in that educational mission. Maybe not in the classroom, but in how we help these young individuals mature into responsible adults. Having the ability to help divert someone and send them down the right path is a great feeling. In addition, for some of our students, this is the first time away from home, and perhaps their first time interacting with law enforcement. It is at these critical interactions that we can help determine whether or not someone walks away with a better understanding of what we do or walk away hating cops. A campus is a collaborative environment that lends itself to opportunities to make positive interactions with our communities, build better relationships, and work together with various diverse individuals.
The Chief of University Police is a campus leader and is expected to contribute to the campus mission. The position is a Management Confidential position and reports to the Vice President for Student Affairs. As a member of the Division of Student Affairs, the Chief of University Police is expected to act in accordance with the Division values of collaboration, holistic student development, advocacy/inclusion/belongingness, responsive to individual needs, growth/learning, excellence/continuous improvement and service.
The Chief of University Police is responsible for the proper administration and efficient operation of university police department, including:
Supervise the maintenance of law and order on campus and the enforcement of Federal, State, and local laws as well as the rules and regulations of SUNY and the campus
Management and supervision of approximately 20 full-time university police department staff represented by bargaining units.
Ensure appropriate preparation and implementation of emergency responses by UPD, including timely warnings and other relevant safety messaging; collaborate with the Office of Emergency Management
Strategic planning and the assessment of departmental goals and tactics, embracing community policing as applied to a population largely comprised of emerging adults
Maintain the department's New York Department of Criminal Justice Services (NYDCJS) accreditation, earned in 2017, including the review and implementation of current internal policies and procedures that are in line with best practices
Participate as a member of the UPD Advisory Committee, providing information and data as requested. The UPD Advisory Committee reports to the Vice President of Student Affairs who, along with the President, considers the group's input on strategic matters, especially relating to diversity, equity and inclusion.
Collaborate with the Vice President for Communication and the Office of Communication and Marketing to ensure consistent and coordinated institutional messaging and branding that promotes community policing, including an annual report, along with social media
Develop and advocate for appropriate preventive and security techniques to control crimes on campus
Act as a liaison and pursue collaborative development opportunities with Federal, State, and local law enforcement officials and agencies to assure a mutual understanding of policies and to leverage resources for mutual benefit
Manage the longstanding MOU relationship with New Paltz Police Department
Act as a liaison with the SUNY System Commissioner in matters concerning recruitment, training and deployment of university police personnel;
Maintain productive relationships with related bargaining units working collaboratively and with the guidance of campus Labor Relations Designees in Human Resources, Diversity and Inclusion.
Collaborate with other campus offices to assure the accomplishment of university objectives in relation to University Police services
Ensure on time and accurate mandatory reporting to external agencies including CLERY and NYDCJS
Ensure that each university police employee receives basic and in-service training as required
Review all reports submitted by university police personnel concerning incidents and investigations on campus
Other duties or service as assigned related to a program of campus safety as directed by the Vice President for Student Affairs and the Office of the President.
A minimum of a Bachelor's degree with a Master's degree in a relevant field preferred
Certified NYS police officer
Significant experience in police administration, preferably in a university setting
At least 4 years in a supervisory or management capacity in a police department by Jan, 2022
Must have a demonstrated record of effectively working with diverse populations
Must be willing to live within a one-hour commute from campus
