The AVC SSH oversees student health services. This includes a primary care clinic, same day clinic, counseling, psychiatry, high complexity laboratory, radiology, pharmacy, optometry, and billing & insurance. The program also includes the student health education, outreach program, and the confidential advocacy support for survivors of sexual assault, relationship violence and stalking.
Under the general direction of the Vice Chancellor for Student Affairs and Success, the Associate Vice Chancellor for Student Success and Health provides leadership for a portfolio of departments and services. The AVC-SSH provides senior strategic leadership in the design, development, implementation, coordination, assessment, and continuous improvement of health-related programs and services for students. The AVC-SSH leads the collaborative efforts of the medical services, mental health services, administrative services, ancillary services, and Student Health Outreach & Promotion to improve the health status of students, provide effective healthcare services, and support students' learning and achievement. The position is responsible for providing campus health leadership on known and emerging issues relevant to the health, safety, and well-being of students and serves as the Santa Cruz campus HIPAA (Health Insurance Portability and Accountability Act) Privacy Officer. The position establishes and maintains student health and health care policy for the University and is responsible for setting health-related priorities and allocating resources for student health programs and services in accordance with the mission and goals of the Division of Student Affairs and Success and the academic mission of the University. As a condition of the position, the AVC SSH serves on the Executive Oversight Board of the University of California Student Health Insurance Plan. As designated by the UC Regents in January 2012, there is a direct reporting relationship between the AVC SSH and the Senior Vice President of Health Sciences and Service at the UC Office of the President regarding operational oversight of Student Health and Counseling Services. The AVC SSH is also responsible for the leadership, development, implementation, assessment, and continuous support of confidential advocacy services that are available to students, faculty, and staff.

Serves as a key adviser to leadership in matters of public health that impact students, faculty, and staff.
Provides leadership to funding strategies for health care programs and operations, public relations, health care policy, advocacy and campus/community collaboration efforts.
Provides strategic leadership in the design, development, implementation, assessment, coordination, and continuous improvement of health-related programs and services for students.
Reviews, assesses, and enhances University-wide health and wellness programs and services for students.
Organizes and restructures student health programs and services as required to improve their efficacy, collaboration, and cost-effectiveness.
Ensures consistency in best practices as defined by the University of California, California Department of Health, appropriate regulatory agencies, accreditation organizations, and relevant professional associations.
Collaborates with other departments, programs, and services in Business and Administrative Services, Student Affairs and Success, Academic Affairs, and Athletics to develop, implement, assess, and enhance programs that benefit students' learning and well-being.
Leads the development and maintenance of effective liaison relationships with University, City, and State health care providers and agencies and public health officers.
Serves as spokesperson for the University's student health programs and services.
Responsible for maintaining Student Health Services Accreditation with the AAAHC (Accreditation Association for Ambulatory Health Care).
Serves as the Santa Cruz campus HIPAA (Health Insurance Portability and Accountability Act) Privacy Officer as designated by the UC Santa Cruz Chancellor as specified in University of California HIPAA Administrative Requirements.
Serves on the University of California Student Health Insurance Plan (UCSHIP) Advisory Board which supports and advises the UCSHIP Executive Committee in the administration of the UC Student Health Insurance Plan regarding the administrative and financial management of the UCSHIP, and makes recommendations to the committee on key strategic decisions affecting the plan.
Provides strategic leadership in the development, implementation, coordination, and continuous improvement of CARE: Advocate Office for Sexual and Gender-Based Violence and Sexual Misconduct.
30% - Operations and Programs
Oversees 1) the development of new programs, including needs identification, resource development, staffing patterns and recruitment of said programs, and, 2) the regular evaluation of existing programs to determine efficiencies, inadequacies, performance, staffing pattern changes and on-going needs of programs.
Oversees the financial, human resources, physical, and technological infrastructure through which the services are provided.
Manages daily activities through several subordinate managers to achieve objectives (operational and budget processes, staff FTE, finance, human resources and space planning).
Leads the individual and collaborative efforts of the health-related programs and services to improve the health status of students and support students' learning and achievement.
Ensures that routine operations, programs, and services of these services are professionally and efficiently organized, administered, delivered, and evaluated.
Develops and implements systems of assessing the quality and effectiveness of all student health programs and services; establishes ongoing quality improvement methods. Creates systematic programs to improve quality and manage risk, including professional development programs, monitoring of clinical practices and standards, and regular assessments of the quality of care and levels of student satisfaction with services.
Oversees the development and approval of annual budgets and financial forecasts; monitors the fiscal performance of health-related services; ensures that the departments and services are managed in a fiscally responsible manner.
Establishes systems of communication and dissemination of information, policy, procedure, and protocol to department heads and personnel.
15% - Resource Allocation
Participates in the development of appropriate annual and long-term financial objectives, leading the organization in achievement of financial goals.
Allocates resources for student health programs and services in accordance with the mission and goals of the Division of Student Affairs and Success and the academic mission of the University.
Develops coordinated systems of strategic and resource planning and allocation among health-related programs and services.
15% - Campus Outreach and Relations
Ensures that relationships with students, faculty, staff, donors, volunteers, and the community at large are handled in a manner consistent with UCSC values, mission, and strategic objectives.
Provides health leadership on known and emerging issues relevant to the health, safety, and well-being of students, faculty, and staff.
Partners with student service, administrative, and academic leaders to enhance health and well-being policies, environments, culture, practices, programs, and services for students, faculty, and staff.
Serves as the key point of contact for student and employee health-related news and information and is expected to lead health-related communication efforts and represent the University.
Facilitates discussion, planning and coordinated action among the various offices and programs concerned with the health and wellness of faculty, staff, students, dependents and retirees.
Links and integrates the wellness, prevention, health promotion, and health education programs in Student Affairs and Success with other campus and community health promotion efforts.
10% - Student Health Insurance Program
Responsible for the management of the university- sponsored student health services, including the insurance plan (SHIP).
Serves on the Executive Oversight Board for the UC Student Health Insurance Plan.
Establishes and maintains student health care policy for the University.
Develops University-wide policies, procedures, and protocols for responding to student health-related emergencies.
Bachelor's degree in related area and / or equivalent experience / training.
Demonstrated track record of progressively responsible leadership, administrative, and supervisory experience in a health care setting.
Advanced knowledge of health care administration, systems, and policies, serving a youth population.
Highly experienced with demonstrated leadership and team-building skills.
Demonstrated excellent written communication skills.
Demonstrated excellent oral communication skills.
Knowledge of strategic funding of health care programs and operations, public relations, and marketing, fundraising.

Significant, progressive health care administrative experience including: the design, development, and direction of interdisciplinary health-related programs and services and responsibility for fiscal management, budget development, and human resources.
A doctorate or PhD degree in health care administration, public administration, health systems management, medicine, clinical or counseling psychology, nursing, or other related field.
Direct experience in college health or in a related area of clinical practice and administration. Additional college health or public health training, experience in clinical preventive services, and a campus or community health background is preferred.
Significant experience as a licensed healthcare professional or administrator.
SPECIAL CONDITIONS OF EMPLOYMENT
Selected candidate will be required to pass a pre-employment criminal history background check.
Will be required to complete HIPAA (Health Insurance Portability and Accessibility) training within 30 days of hire;
Will need to possess or obtain a Cardiopulmonary (CPR) certificate within 90 days of hire;
Will be required to comply with Title IX training and renewal as directed.
Will be required to comply with current Student Health Center employee health safety requirements for health care workers as defined by state and federal regulatory agencies; current health safety requirements to be discussed during the interview.
