POSITION: Full-Time Assistant Director of Human Resources/Title IX Coordinator/Equity Ambassador; Human Resources, Haverhill Campus (Lawrence Campus as needed); 37.5 hours per week; Non-Unit Professional Position
Summary: The Assistant Director of Human Resources will be responsible for the daily operations and coordination of the Human Resources function and serve as the Title IX Coordinator and as an Equity Ambassador for the College.
Examples of Duties: (not intended to be an exhaustive list)
Provides leadership in investigating and resolving complaints of sexual misconduct, sexual harassment, gender-related violence, including stalking and intimate partner violence, and related retaliation in accordance with the College's Policy on Affirmative Action, Equal Opportunity, & Diversity and in conjunction with Student Affairs if applicable.
Exercise judgement regarding the resolution of Title IX complaints, including informal and formal investigations.
Identifies that appropriate training for employees is conducted and information on the Colleges policies, procedures and resources are communicated and disseminated in accordance with the Department of Education, Office of Civil Rights, Clery Act, etc. Utilizing the internal MOAT system for administration of certain trainings, for maximum effectiveness.
Conduct prompt, equitable and impartial investigations into complaints, including identifying and interviewing parties and identifying, gathering, and assessing information relevant to the investigation; apply relevant policies, including Collective Bargaining Agreements, and make findings on basis of fact for each complaint. Exercise judgement regarding the resolution of complaints, including informal and formal investigations.
Serve as secondary mediator to the Executive Director of HR for employees and supervisors on departmental issues/concerns. Identify and integrate best practices into HR practices and processes and in the complaint resolution process.
Lead the annual and ongoing implementation of campus-wide Title IX training and prevention education for faculty, staff and students in conjunction with the office of Student Affairs.
Assist the Office of Human Resources with the drafting and implementation of the HR Workplan and meeting strategic goals in support of College priorities including diversity and inclusion, employee engagement and improving efficiencies.
Assist with facilitation of training for staff and faculty with interpretation of the Collective Bargaining Agreements. Develop and maintain positive relationships with college and union partners.
Supports the Executive Director of HR in overseeing compliance with the required union information and reports per the collective bargaining agreements.
Assistance with composing new or assist with implementation of current policies in collaboration with the HR Operations Specialist, Executive Director of Human Resources, and/or Vice Presidents and other college staff as necessary.
Provides leadership in developing consistent employee relation standards and solutions for all employees.
Compose and review departmental correspondence as necessary.
Serve as liaison between the College and MA Community College Legal Counsel's Office on matters, as needed.
Serve as the Grievance Hearing Officer when necessary.
Assist with reclassification audits, including AFSCME and MCCC, as needed.
Actively foster and maintain a climate that is supportive of students, faculty, and staff.
Serve on college committees as assigned.
Supervise and support the day to day functions of recruitment/onboarding, benefits administration, policy development/design and administrative support personnel.
Create an atmosphere of calm, be supportive of organizational awareness, assist with project management and model professional ethics and behaviors for all staff.
Perform special projects and other related duties as assigned.

MINIMUM QUALIFICATIONS: The ideal candidate will be highly motivated, extremely detail oriented, data driven, and a team player with the ability to work independently with minimum instruction. In addition, this individual will possess demonstrated knowledge in the following areas: operational leadership, project management, employee/labor relations, conflict resolution, classification and compensation and affirmative action/Title IX. In addition, the candidate must possess the following credentials and skills
Bachelor's degree in Human Resources, legal studies, public administration, business administration or a related field required, with a minimum of 5 years of progressively responsible experience in Human Resources administration, or the equivalent combination of education and experience. Master's degree preferred.
Title IX investigation experience, or related experience with sexual misconduct, sexual harassment, gender-related violence required.
HR/CMS (Oracle/Peoplesoft) experience a plus.
Prior Massachusetts Community College experiences a plus.
Must possess excellent oral and written communication skills.
Must be a self-starter, highly organized and detail oriented.
Two years of supervisory experience of HR operations
Experience working with and supporting a culturally diverse population.
SALARY: Anticipated starting salary range is $70,000.00 - $85,000.00 annually with complete fringe benefit package including competitive health insurance, dental insurance, basic life insurance, long-term disability insurance, paid sick, vacation and personal leave, educational benefits for employee/spouse/dependents, and excellent retirement benefits.
