This role is in the Immediate Office of the Provost and Executive Vice Chancellor (PEVC). The PEVC is UCI's chief academic and operating officer. Under the direction of the chancellor, this position assumes primary responsibility for the academic and organizational functioning of the campus and the advancement of the University's missions in research, teaching and service. The PEVC plays a primary role in the development and implementation of academic programs; planning for faculty recruitment and retention; day-to-day campus operations, including budget allocations and capital finances; and the conception, design and implementation of major campus initiatives. In these roles, this position directs and collaborates with the campus' 6 vice chancellors, 6 vice provosts, 15 deans, the University Librarian, CEO of UCI Health, associate chancellor for sustainability, Academic Senate leadership and chief officers for enrollment management, innovation and global affairs. The provost also serves as liaison between the central administration and the broader campus community, frequently meeting with a wide variety of campus units and groups to convey important information and foster dialogue in support of UCI's strategic goals.
The Associate Provost and Chief of Staff reports to the Provost and Executive Vice Chancellor (PEVC) who is responsible for a highly complex and broad organization focused on advancing and enhancing the tripartite academic mission of the world's premier public research multiversity: teaching/learning, research, and professional/public service. This role serves as key strategist for the Provost and Executive Vice Chancellor in initiating and developing new strategic direction, long- and short-range plans and innovative initiatives, and in addressing the day-to-day issues that are part of an evolving and dynamic university. The position exercises high level authority to make official commitments and to broadly represent the Provost's interests across the organization. Through effective communication, the Associate Provost and Chief of Staff must have the ability to recognize emerging issues that have the potential to be impactful and/or consequential, and must independently initiate a course of action to mitigate as appropriate. Determines when PEVC involvement is appropriate and/or necessary.
The Associate Provost and Chief of Staff serves as senior advisor to the Provost and provides the highest level of analytical, strategic planning and implementation support with respect to current and emerging issues of importance to the Chancellor and campus leadership of UC Irvine. Position collaborates with university leadership in strategic planning and takes/supports steps necessary to ensure successful implementation of plans. Through constant connection with the PEVC and other campus leaders, works to identify and address issues in advance of escalation.
The Associate Provost and Chief of Staff also serves as the executive officer for the Office of the Provost and Executive Vice Chancellor, overseeing all operations, including the operating budget and financial activities, operational and human resources functions, facilities and space planning, administrative services, and in supporting the areas that report to the PEVC. Position has broad discretional responsibility. This position may manage and administer independent program(s), typically with organization-wide impact. In addition, the position manages professional staff handling diverse administrative functions such as human resources, budgetary planning, and consults with relevant staff on many issues under the purview of the PEVC. The person in this position regularly works on highly complex issues or problems which require analysis of unique issues/problems without precedent and/or structure. For PEVC, develops divisional and / or organizational policies and authorizes their implementation. Provides advice, guidance, and assistance to senior leader and may also support members of management team. Represents the organization in location-wide and systemwide meetings and discussions. Recognized as an influential leader. Makes final decisions for the organization and ensures achievement of objectives. Erroneous decisions will have a serious impact on the overall success of division or the organization.
At least 10 years of progressive administrative experience at the departmental, college and/or university level with specific experience in policy development, implementation and interpretation in an academic setting.
Bachelor's degree in related area and / or related experience / training.
Thorough knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations. Thorough knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations and constraints.
Thorough knowledge of organizational processes, protocols and procedures.
Excellent consulting, relationship building and strategic thinking skills.
Excellent ability to establish mission and goals at the macro-level; to lead subordinate management to develop goals in alignment with mission.
Sophisticated leadership abilities to establish department goals, and motivate and influence others to achieve.
Thorough knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Superior communication (written and verbal), interpersonal and presentation and skills.
Experience working directly with executive level academic and staff administrators to identify issues, build consensus, enact solutions, and ensure results. Sensitivity to faculty, staff and student concerns as well as the ability to exercise discretion when dealing with issues related to confidentiality.
Advanced degree preferred.
Experience with expediting various administrative processes throughout their respective career. Clear representation of an increasingly responsible career trajectory. Served in a magnet organization or understands the principles of shared governance and interdisciplinary collaboration. UC management level experience.
Special Conditions Required:
Must be available to work outside normal business hours based on the operational needs of the PEVC office and role. This position may be required to report at different work sites between the campus in Irvine and Medical Center in Orange, or other offsite locations. The incumbent must be able to provide their own means of transportation to/from work locations.
